Explanation

 

1.   BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Korda/Nemeth Engineering, Inc. for the Rickenbacker Intermodal Sanitary Extension Project, CIP 650491-100008. The City of Columbus Division of Sewerage and Drainage (DOSD) initiated CIP 650491-100008 to plan, design and construct a sewer which will enable the City to abandon pump station SA-18 located along the northwestern edge of Rickenbacker International Airport. The intended outlet for the sewer will be manhole #19 at the upstream end of the Lockbourne Intermodal Subtrunk located near the intersection of Ashville Pike and Alum Creek Loop Road.  The preliminary draft alignment consists of approximately 6,000 feet of new sanitary sewer, size to be verified during design.

 

2.   Project Timeline: It is anticipated that the contract documents will be signed/executed in early 2019.  Detailed design is expected to take 2 years to complete.  There are no anticipated contract modifications during the course of the design.  Once design is completed it is anticipated that construction will take approximately 1 year to complete.

4.                     Emergency Designation:  Emergency designation is not requested.

 

5.   ECONOMIC IMPACT: This project will lower the City's operation and maintenance costs by eliminating future O&M and replacement of the existing Military Pump Station (SA-18).

 

6.   FISCAL IMPACT: This ordinance authorizes the expenditure of up to $589,651.58 from the Sanitary Sewer General Obligation (G.O.) Bond Fund 6109.

Bond Fund. ($589,651.58)

 

Body

 

WHEREAS, it is necessary to enter into a professional engineering services agreement with Korda/Nemeth Engineering, Inc. for the Rickenbacker Intermodal Sanitary Extension Project, CIP 650491-100008; and

 

WHEREAS, it is necessary to plan, design and construct a sewer which will enable the City to abandon pump station SA-18; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $589,651.58 from the Sanitary Sewer General Obligation (G.O.) Bond Fund 6109; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage, to authorize the Director of Public Utilities to enter into a professional engineering services agreement with Korda/Nemeth Engineering, Inc. for the Rickenbacker Intermodal Sanitary Extension Project, CIP 650491-100008 for the preservation of the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Public Utilities is hereby authorized to enter into a professional engineering services agreement with Korda/Nemeth Engineering, Inc., 1650 Watermark Drive, Suite 200, Columbus, Ohio 43215, for the Rickenbacker Intermodal Sanitary Extension Project, CIP 650491-100008 in accordance with the terms and conditions as shown in the agreement on file in the office of the Division of Sewerage and Drainage.

 

SECTION 2. That the Director of Public Utilities is hereby authorized to expend up to $589,651.58 for the Rickenbacker Intermodal Sanitary Extension Project per the accounting codes detailed in the attachment to this ordinance. 

 

SECTION 3. That the said firm, Korda Nemeth Engineering, Inc., shall perform the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

 

SECTION 4.  That the City Auditor is hereby authorized to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be made from a project by monies from more than one source.

 

SECTION 5. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.  That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 8.   That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
