Explanation

 

This ordinance is to authorize the Director of the Recreation and Parks Department to enter into contract with DWA Recreation, Inc. for the supply and installation of new playgrounds at Casto Park, Stone Ridge Park, Madison Mills Park, and Northcrest Park.   

 

Background:  The Playground Improvements 2018 project is focused on providing safe and accessible play opportunities for children throughout the City.  This project will be for the full replacement of four playgrounds at Casto Park, Stone Ridge Park, Madison Mills Park, and Northcrest Park.  All of the playgrounds being replaced are over 22 years old.  These worn playgrounds will be replaced with new playgrounds that meet or exceed all current safety and accessibility standards. 

 

Total cost for the project will not exceed $303,527.99

 

Bids were advertised through Vendor Services, in accordance with City Code Section 329 on November 30, 2018 and were received by the Recreation and Parks Department on December 18, 2018.

After reviewing the proposal that were submitted, it was determined that DWA Recreation was the lowest and most responsive bidder. 

 

DWA Recreation and all proposed subcontrators have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.

Emergency Justification: An emergency is being requested in order to allow work to be performed during the moderate spring temperatures and to allow the new playgrounds to be available for use in time for summer. 

 

Benefits to the Public: This project will benefit the community by providing safe, accessible, and fun places for children to play.

 

Community Input/Issues: Playgrounds are selected for replacement based on community requests as well as the age and condition of the existing structure.

Fiscal Impact:$303,527.99 is budgeted and available in the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of this contract.

To authorize the Director of Recreation and Parks to enter into contract with DWA Recreation, Inc. for the supply and installation of new playgrounds at Casto Park, Stone Ridge Park, Madison Mills Park, and Northcrest Park; to authorize the expenditure of $303,527.99 from the Recreation and Parks Voted Bond Fund; and to declare an emergency. ($303,527.99)

 

Body

 

WHEREAS, it is necessary to authorize the Director of Recreation and Parks to enter into contract with DWA Recreation, Inc. for the supply and installation of new playgrounds at Casto Park, Stone Ridge Park, Madison Mills Park, and Northcrest Park; and

 

WHEREAS, it is necessary to authorize the expenditure of $303,527.99 from the Recreation and Parks Voted Bond Fund 7702; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into contract with DWA Recreation, Inc. for the supply and installation of new playgrounds so that the work can be performed during the moderate spring temperatures and to allow the new playgrounds to be available for use in time for summer, thereby preserving the public health, safety and welfare; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks is hereby authorized to enter into contract with DWA Recreation, Inc. for the supply and installation of new playgrounds at Casto Park, Stone Ridge Park, Madison Mills Park, and Northcrest Park.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. That, for the purpose stated in Section 1, the expenditure of $303,527.99 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Voted Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
