Explanation

1.  BACKGROUND

This legislation authorizes the Director of Public Service to enter into agreements with and to contribute funding to the Franklin County Engineer’s Office relative to the completion of preliminary engineering assessing possible improvements to the intersection of Sunbury Road and Woodward Avenue.

The aforementioned effort will address two major issues: the rehabilitation of the existing bridge deck on Sunbury Road just north of Woodward Avenue and the addition of a left-turn lane at that intersection.

The Department of Public Service has agreed to contribute up to $55,000.00, which represents one-third of the estimated costs, to support that project.

2.  FISCAL IMPACT

Funding in the amount of $55,000.00 is available within the Streets and Highways Bond Fund, Fund 7704, within the Department of Public Service for this project.  An amendment to the 2018 Capital Improvement Budget is necessary for the purpose of providing sufficient spending authority for the aforementioned expenditure.

 

3.  EMERGENCY DESIGNATION

Emergency action is requested to facilitate payment of the aforementioned obligation as soon as reasonably practicable in order to maintain the current project schedule.

 

Title

Body

WHEREAS, the Franklin County Engineer’s Office is administering the Sunbury Road at Woodward Avenue preliminary engineering project, which addresses the rehabilitation of the existing bridge deck on Sunbury Road just north of Woodward Avenue and the addition of a left-turn lane at that location; and

 

WHEREAS, the aforementioned project is located within the corporate limits of the City of Columbus; and

 

WHEREAS, the Department of Public Service has agreed to assume one-third of the estimated costs of that effort; and

 

WHEREAS, this legislation authorizes the Director of Public Service to encumber and expend additional funds for that purpose; and

 

WHEREAS, it is necessary to authorize an amendment to the 2018 Capital Improvement Budget for the purpose of providing sufficient spending authority for the aforementioned project expenditures; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to authorize the Director to enter into agreement with the Franklin County Engineer's Office to facilitate payment of the aforementioned obligation as soon as reasonably practicable in order to maintain the current project schedule, thereby preserving the public health, peace, property, safety and welfare; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the 2018 Capital Improvement Budget authorized by Ordinance 1010-2018 be and is hereby amended to provide sufficient budget authority for the appropriate projects authorized within this ordinance as follows:

SECTION 2.  That the transfer of $55,000.00, or so much thereof as may be needed, is hereby authorized within Fund 7704 (Streets and Highways Bond Fund), from Dept-Div 5912 (Division of Design and Construction), Project P590105-100446 (SRTS Toronto Street Sidewalks), Object Class 06 (Capital Outlay) to Dept-Div 5912 (Division of Design and Construction), Project P530086-100046 (Intersection Improvements - Sunbury Road and Woodward Avenue), Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the Director of Public Service be and hereby is authorized to enter into agreements with, and make payment to, the Franklin County Engineer’s Office relative to the Sunbury Road and Woodward Avenue preliminary engineering project.

 

SECTION 4.  That the expenditure of $55,000.00, or so much thereof as may be needed, is hereby authorized in Fund 7704 (Streets and Highways Bond Fund), Dept-Div 5912 (Division of Design and Construction), Project P530086-100046 (Intersection Improvements - Sunbury Road and Woodward Avenue), in Object Class 06 (Capital Outlay), per the accounting codes in the attachment to this ordinance.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 7.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 8.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
