Explanation

 

1.  BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional engineering agreement with HDR Engineering, Inc. for the Big Walnut Interceptor Lockbourne Subtrunk Canal Road Area Project, CIP 650491-100004. The scope of work for this project is to design sanitary sewers to abandon the City’s SA-19 pump station (structure 0797S0120).  The pump station is located along Canal Road, approximately 450 feet north of Vause Road. Abandonment of the pump station and force main will be part of this design.  The intended outlet for the sewer will be a new manhole constructed adjacent to shaft #8 of the Lockbourne Intermodal Subtrunk (LIS) located along West Alley on the western edge of the Village of Lockbourne.  The LIS is under construction at the time of this RFP.  The preliminary draft alignment consists of approximately 3,500 feet of sanitary sewer to serve the approximately 329 acre tributary area. 2.   PROCUREMENT:  The Division advertised for a Request for Proposals (RFP’s) for the subject services on the City’s Vendor Services website and in the City Bulletin in accordance with the overall provisions of Section 329 of the Columbus City Code. The Division of Sewerage and Drainage received six (6) proposals on November 2, 2018 from the following companies:

The proposals were reviewed and evaluated by the Proposal Evaluation Committee and determined that the proposal that met or exceeded the qualifications as stated in the RFP was HDR Engineering, Inc.

 

3.   Project Timeline:  The estimated design completion date is February 2023.

($590,832.32)

WHEREAS, it is necessary to authorize the Director to enter into professional engineering agreement with HDR Engineering, Inc. for the Big Walnut Interceptor Lockbourne Subtrunk Canal Road Area Project, CIP 650491-100004; and

 

WHEREAS, this project will provide the design of a sanitary sewer that will allow DPU to abandon the City’s SA-19 pump station (structure 0797S0120); and

 

WHEREAS, the intended outlet for the sewer will be a new manhole constructed adjacent to shaft #8 of the Lockbourne Intermodal Subtrunk (LIS) located along West Alley on the western edge of the Village of Lockbourne; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $590,832.32 in funding from the Sanitary Sewer General Obligation Bond Fund 6109, and;

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, to authorize the Director to enter into a professional engineering services agreement with HDR Engineering, Inc. for the Big Walnut Interceptor Lockbourne Subtrunk Canal Road Area Project, CIP 650491-100004, for the preservation of the public health, peace, property, safety, and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1: That the Director of Public Utilities is hereby authorized enter into a professional engineering services agreement with HDR Engineering, Inc., 2800 Corporate Exchange Drive, Suite 100, Columbus, Ohio 43231, for the Big Walnut Interceptor Lockbourne Subtrunk Canal Road Area Project, CIP 650491-100004 in accordance with the terms and conditions of the contract on file in the Office of the Division of Sewerage and Drainage.

SECTION 2. That the Director of Public Utilities is hereby authorized to expend up to $590,832.32 from the Sanitary Sewer General Obligation Bond Fund 6109 per the account codes in the attachment to this ordinance.

 

SECTION 3. That the said firm, HDR Engineering, Inc., shall perform the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

 

SECTION 4. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 5. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts of contract modifications associated with this ordinance.

 

SECTION 7. That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 8. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
