Explanation

Background: This ordinance authorizes the various fiscal actions needed as a result of an emergency expenditure executed for renovations to the pump house roof in Bicentennial Park and modify the contract with JB Roofing for such work.

Per the attached Mayor’s Emergency Letter and accompanying commitment to draft this ordinance, there is a need to appropriate, transfer, and amend the Capital Improvement Budget as a result of this emergency.

The pump house building directly adjacent to the Scioto Mile Fountain in Bicentennial Park is in need of emergency roof renovations. Due to a lead time of up to ten weeks for materials, it was necessary to authorize the associated expenditures so that the materials can be ordered immediately, allowing time for the work to be completed before the summer season and multiple high profile events. The structure in need of repair houses public restrooms and the pump house for the fountain. It is connected to the Milestone 229 restaurant and is highly visible to the public. Aside from the regular day to day use of the fountain and the extensive programming in this area, notable summer events include the American Society of Association Executives Annual Meeting, Jazz and Rib Fest, and Rhythm on the River. Emergency repairs will keep the impact to customers, events, and programming to a minimum.

Benefits to the Public: This emergency repair will benefit the community by helping to ensure that the facility is safe, accessible, and user friendly.

Community Input Issues: The community has expressed the desire for well-kept and updated facilities through public workshops, social media, and direct contact with City staff.

Area(s) Affected: The entire City of Columbus is affected by these renovations as this is an event space used for large public events.
