Title: To authorize and direct the Director of Recreation and Parks to enter into an agreement for the period of March 21, 2019 through March 20, 2020 with the Community Arts Project, Inc., DBA, The King Arts Complex, to provide financial support toward community arts programming, facility operations and maintenance; to authorize the expenditure of $125,000.00 from the Recreation and Parks Operating Fund; and to declare an emergency. Explanation

Background: This ordinance will authorize and direct the Director of Recreation and Parks to enter into an agreement with the Community Arts Project, Inc., DBA The King Arts Complex, for the period of March 21, 2019 through March 20, 2020. This agreement will allow the City to continue its financial support in 2019 for the programs offered at the Garfield School, as well as the operation and maintenance of the facility. Funding for these programs began in 1992 when the Community Arts Project began leasing the Garfield School from the Recreation and Parks Department. Since then, the entire community has benefited and will continue to benefit from the cultural and arts programming offered at the school. This support is in accordance with the provisions of Chapter 329 of the Columbus City Codes.

Emergency Justification: Emergency action is requested so that payment can be made in accordance with the cash flow needs of Community Arts Project, Inc., DBA The King Arts Complex.

Community Input Issues: The community has expressed a desire for cultural enrichment and programming available to residents through workshops, surveys, and direct contact with staff.

Area(s) Affected: The entire City of Columbus, Central Ohio, and beyond will benefit from the programming offered, adding to the quality of life for Complex users.

Master Plan Relation: This agreement will support the mission of the Recreation and Parks Master Plan by enhancing the quality of life of our citizens through cultural and arts experiences. It will also help to ensure facilities remain safe and user friendly.
