Explanation

 

BACKGROUND:  This legislation authorizes the Director of the Department of Development to enter into contract with the Columbus Local Organizing Committee to provide support for the American Society of Association Executives (ASAE) 2019 Annual Meeting & Exposition. ASAE is the organization for association management, representing both organizations and individual association professionals. ASAE’s programs aid in navigating a continually changing environment in which shifting demographics and other business and societal trends are requiring organizations to adapt to remain relevant. ASAE’s organizational members are trade associations and individual membership societies that represent almost every sector of the economy. ASAE consists of over 42,000 individual members and 7,300 organizations.

The City of Columbus has been selected as the host city for this event, which will be held at the Greater Columbus Convention Center August 10-13, 2019.  This annual conference will draw over 5,000 attendees, filling approximately 16,800 hotel rooms and generating over $16 million in direct visitor spending.  Hosting this event is expected to generate future revenue as well, as it’s expected that 20% of association executives attending this conference will book their own meeting in the host city within the next five years, which could generate millions in additional visitor spending.

The Columbus Local Organizing Committee (Columbus LOC) is a 501c (3) non-profit organization was formed to assist several political subdivisions, including the City, with the accomplishment of economic development initiatives. After incorporating sustainability criteria and best practices into the 2018 NCAA Women’s Final Four, the Columbus (Ohio) Local Organizing Committee (CLOC) earned the prestigious “Evergreen” certification from the Council for Responsible Sport which offers a framework of best practices for holistic social and environmental responsibility at events.

Though not inclusive, the funding proposed in this legislation may provide financial support for transportation and logistics, facility and equipment expenses, marketing, hospitality, food and non-alcoholic beverages.  Financial support provided by the City of Columbus shall NOT be used to procure entertainment or alcohol, or for any other expenditure prohibited by law.

Fiscal Impact:  This legislation authorizes an expenditure of $500,000.00 from the General Fund with the Columbus Local Organizing Committee to provide support for the American Society of Association Executives (ASAE) 2019 Annual Meeting & Exposition.  Funding in the amount of $500,000.00 is budgeted and available within the 2019 General Fund Budget.  

Emergency action is requested so that an immediate payment can be made and financial support can be provided.

WHEREAS, the American Society of Association Executives' (ASAE) members are trade associations and individual membership societies that represent almost every sector of the economy and consists of over 42,000 individual members and 7,300 organizations; and

WHEREAS, the City of Columbus has been selected as the host city for the ASAE 2019 Annual Meeting & Exposition, which will be held at the Greater Columbus Convention Center August 10-13, 2019; and

WHEREAS, this annual conference will draw over 5,000 attendees, filling approximately 16,800 hotel rooms and generating over $16 million in direct visitor spending; and

WHEREAS, hosting this event is expected to generate additional revenue in the future, as it’s estimated that 20% of association executives attending the conference will book their own meeting in the host city within the next five years, which could generate millions in additional visitor spending; and

 

WHEREAS, this legislation authorizes the Director of the Department of Development to enter into contract with the Columbus Local Organizing Committee to provide financial support of the ASAE 2019 Annual Meeting & Exposition, which may include funding support for transportation and logistics, facility and equipment expenses, marketing, hospitality, food and non-alcoholic beverages; and

 

WHEREAS, financial support provided by the City of Columbus shall NOT be used to procure entertainment or alcohol, or for any other expenditure prohibited by law; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Director to enter into contract with the Columbus Local Organizing Committee to provide support for the American Society of Association Executives (ASAE) 2019 Annual Meeting & Exposition so that an immediate payment can be made, for the preservation of the public health, safety and welfare; NOW, THEREFORE

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Director of the Department of Development is hereby authorized to enter into contract with the Columbus Local Organizing Committee to provide support for the American Society of Association Executives (ASAE) 2019 Annual Meeting & Exposition, which may include funding support for transportation and logistics, facility and equipment expenses, marketing, hospitality, food and non-alcoholic beverages. 

 

SECTION 2.  That the transfer of $500,000.00, or so much thereof as may be needed, is hereby authorized within Fund 1000 General Fund, from Dept-Div 4501 Financial Management, Object Class 10 - Transfer Out to Dept-Div 4401 Economic Development, Object Class 03 - Contractual Services per the account codes in the attachment to this ordinance.

SECTION 3. That the expenditure of up to $500,000.00, or so much thereof as may be needed pursuant to the action authorized in SECTION 1, is hereby authorized in the General Fund 1000, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications.

 

SECTION 6. That this contract is awarded pursuant to section 329.30 of the Columbus City Code relating to non-profit services exceeding $50,000.00.

 

SECTION 7. That for the reasons stated in the preamble hereto, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
