Explanation

 

BACKGROUND:  This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Facilities Management Division with Winnscapes for mowing and landscape maintenance services.  

Formal bids were solicited and the city received four (4) bids on February 26, 2019 (0 FBE, 0 MBE):

Winnscapes                                                                                     $198,700.35

Hickman Lawn Care                                                               $212,394.50

DLL Landscaping & Tree Service                     $232,203.00

Kirkbride Lawn Care LLC                                          $330,100.00                     

 

Byrd Management Service submitted an incomplete bid and was deemed non-responsive.  The Facilities Management Division recommends the bid be awarded to the lowest, most responsive and responsible bidder, Winnscapes.

 

Emergency action is requested so that lawn maintenance can commence without interruption.

 

Winnscapes Contract Compliance No. 31-1313521, expiration date October 17, 2019.

 

Fiscal Impact:  This ordinance authorizes an expenditure of $198,700.35 from the General Fund with Winnsacpes for mowing and landscape maintenance services.  The Facilities Management Division budgeted $195,000.00 in their 2019 General Fund operating budget for these services.  The additional funding will come from budgetary line-item surpluses within the Facilities Management Division general fund budget.  In 2017, the FacilitManagementment Division expended $199,831.00 for mowing and landscaping services.   In 2018, the division expended $201,322.25 for these services.    

 

Title

 

To authorize the Finance and Management Director to enter into a contract with Winnscapes, on behalf of the Facilities Management Division, for mowing and landscape maintenance services; to authorize the expenditure of $198,700.35 from the General Fund; and to declare an emergency.  ($198,700.35)

 

Body

 

WHEREAS, the Facilities Management Division solicited formal bids for mowing and landscape maintenance services; and

 

WHEREAS, the city received four bids; and

 

WHEREAS, Winnscapes was deemed the lowest, most responsive and responsible bidder; and

 

WHEREAS, it is necessary to authorize a contract and the expenditure of $198,700.35 from the General Fund; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, Facilities Management Division, in that it is immediately necessary to authorize the Director to enter into contract with Winnscapes for mowing and landscape maintenance services for the Facilities Management Division so that lawn maintenance can commence without interruption, thereby preserving the public health, peace, property, safety, and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Finance and Management Director is hereby authorized to enter into a contract, on behalf of the Facilities Management Division, with Winnscapes for mowing and landscape maintenance services.

 

SECTION 2.  That the expenditure of $198,700.35, or so much thereof as may be needed, is hereby authorized in the General Fund 1000, in Object Class 03 Contractual Services per the accounting codes in the attachment in this ordinance.

 

SECTION 3.  That the monies in the foregoing sections shall be paid upon order of the Director of Finance and Management, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
