Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Korda Nemeth Engineering for professional services for design and engineering for a cable barrier at the Greenlawn Dam.

 

This project will provide for the design of a river wide safety cable with highly visible floating buoys and anchorages for the safety of the public and improved maintenance capabilities. The barrier line and anchorages will allow for CRPD maintenance staff to easily and safely maintain the cable barrier with improved anchorages, robust cables, and high floating buoys.  The cable barrier will be designed with improved and high visibility buoys providing advanced warning to Scioto River kayakers and canoeists of the downstream danger of the Greenlawn Dam.

 

The costs for this service contract will be $46,840.00.

 

Vendors were Prequalified in accordance with City Code Section 329.26(b).  Four of the Prequalified Vendors were selected to submit technical proposals, in accordance with City Code Section 329.28 on 12/12/2018 and were received by the Recreation and Parks Department on 1/10/2019. Request for proposals were sent to the following companies:

After reviewing the proposals that were submitted, it was recommended that Korda Nemeth Engineering be selected to do the work. The firm was chosen based on their qualifications, experience with structures, assembled team, and project approach.

Emergency Justification: An emergency is being requested in an effort to finalize plans and begin construction Fall 2019 when water levels are at their historically lowest levels.

 

Benefits to the Public: The improved cable barrier will provide greater visibility to notify Scioto River boater/kayakers/canoers of the danger of Greenlawn Dam.  A cable barrier with higher floating buoys and increased diameter cable would increase opportunities for self-rescue and greater reduced risk in the event of a swift water rescue situation. Visible safety improvements to the Scioto River and Greenlawn Dam will aid in promoting the usage of the downtown area water trail.

 

Area(s) Affected: Brewery District (60) and Harmon Road Corridor (69)

 

Master Plan Relation: This project supports the departments Master Plan by improving and promoting safety along desired waterways and increasing the potential for water trail designation. Section 1.12 Blueways

 

Fiscal Impact: $46,840.00 is budgeted and available in the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of this contract.

Body

 

WHEREAS, it is necessary to authorize and direct the Director of Recreation and Parks to enter into contract with Korda Nemeth Engineering for professional services for design and engineering for a cable barrier at the Greenlawn Dam; and

 

WHEREAS, it is necessary to authorize the transfer of $46,840.00 within the Recreation and Parks Voted Bond Fund 7702; and

 

WHEREAS, it is necessary to authorize that the 2018 Capital Improvements Budget Ordinance 1010-2018 be amended in order to provide sufficient budget authority for this legislation and future projects; and

 

WHEREAS, it is necessary to authorize the expenditure of $46,840.00 from the Recreation and Parks Voted Bond Fund 7702; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director enter into contract with Korda Nemeth Engineering in an effort to finalize plans and begin construction Fall 2019 when water levels are at their historically lowest levels, thereby preserving the public health, safety and welfare; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks is hereby authorized  to enter into contract with Korda Nemeth Engineering for professional services for design and engineering for a cable barrier at the Greenlawn Dam.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. That the transfer of $46,840.00 or so much thereof as may be needed, is hereby authorized between projects within the Recreation and Parks Bond Fund 7702 per the account codes in the attachment to this ordinance.

 

SECTION 6. That the 2018 Capital Improvements Budget Ordinance 1010-2018 is hereby amended as follows in order to provide sufficient budget authority for this ordinance and future projects.

SECTION 7. For the purpose stated in Section 1, the expenditure of $46,840.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Voted Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.

 

SECTION 8.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
