Explanation
BACKGROUND: This ordinance amends the 2018 Capital Improvement Budget and authorizes the City Auditor to transfer funds within the General Permanent Improvement Fund. This ordinance also authorizes the Finance and Management Director, on behalf of the Division of Fire, to associate the general budget reservation resulting from this ordinance with the Universal Term Contract Purchase Agreement for commercial grade fitness equipment to replace aging equipment in City of Columbus Firehouses, as required for approval by City Council for an expenditure of more than $100,000.00.

In May of 2017, a committee was convened to analyze the current inventory of fitness equipment across all City of Columbus fire stations and develop a long-term strategy for replacing aging equipment in a manner that is efficient, promotes consistency across locations, and supports current best practices in the field of exercise physiology. This committee consisted of representatives from the Division of Fire, the Public Safety Director’s Office, and the Department of Finance and Management. In the months following, the committee met several times to conduct firehouse visits and compile station footprint dimensions, and also conferred with an exercise physiologist to develop a standard set of equipment that would meet the safety, budgetary, and spacial needs of the project. A plan was developed and approved by the committee to replace aging equipment in existing firehouses in three (3) separate phases, subject to the availability of funding and Council approval, and this ordinance authorizes the expenditure necessary to complete the first (1st) of three (3) phases.
