Explanation
BACKGROUND: This ordinance authorizes the Office of the Mayor to modify a contract with Franklin Development Association dba Franklinton Urban Empowerment Lab (FUEL) to provide a neighborhood intervention in the Franklinton and Hilltop geographic areas. This contract will support the CelebrateOne goal to improve social and economic conditions in the designated neighborhood by addressing social determinates of health.

Ordinance 0463-2019 passed on February 28, 2019 authorized funding from Franklin County Department of Job and Family Services for this Westside Intervention. FUEL, in partnership with a Hilltop partner, will manage a community resource website for the Hilltop to connect residents to resources in the community. Financial Life skills program will be provided to residents to teach job training skills and money management.

Emergency action is requested in order to ensure that the work on the neighborhood intervention on the Westside is not interrupted.

FISCAL IMPACT: This legislation authorizes an expenditure of $69,280.00 from Franklin County Department of Jobs and Family Services Grant G401903.
