Title: To authorize the Director of the Department of Development to amend the contract with Sadicka & Associates by extending the contract period to August 1, 2019 for the purpose of allowing Sadicka & Associates to continue to provide consulting services to the NCR areas; and to declare an emergency.

Explanation

Background: This legislation authorizes the Director of the Department of Development to amend the contract with Sadicka & Associates by extending the contract period to August 1, 2019.   Sadicka & Associates is a for profit, LLC., MBE Certified and woman-owned economic development, commercial investment and planning services firm with a concentration in business development through place-making strategies.  The firm was established in 2011 to meet the unique need for an Economic and Community Development Planning Firm based in Columbus, Ohio.  Sadicka Thomas White, Principle, has over 45 years of professional public and private experience in working in and with communities that have populations from less than 5000 to greater than 750,000.  The firm is invested in Ohio communities and cares about the economic sustainability of the State and its individual communities.

 

Sadicka & Associates currently works with the City of Columbus Department of Development Office of Small Business and Entrepreneurial Development to help restructure the NCR areas to become more economically successful areas. 

 

The current contract ends on June 1, 2019.  An amendment is needed to extend the contract period to August 1, 2019 to allow Sadicka & Associates to continue to provide services to the NCR areas.

 

Emergency action is requested in order to avoid an interruption in services.

 

Fiscal Impact:   This legislation does not have a fiscal impact.

 

The contract compliance is 452784432 and expires on 11/13/19.

 

Title

To authorize the Director of the Department of Development to amend the contract with Sadicka & Associates by extending the contract period to August 1, 2019 for the purpose of allowing Sadicka & Associates to continue to provide consulting services to the NCR areas;  and to declare an emergency.

 

Body

WHEREAS,  the City of Columbus entered into contract with Sadicka & Associates for the purpose of providing consulting services to the NCR areas in an effort to restructure the NCR areas to become more economically successful areas; and 

 

WHEREAS,  Sadicka & Associates is a for profit, LLC., MBE Certified and woman-owned economic development, commercial investment and planning services firm for private and  public sector clients; and  

 

WHEREAS, Sadicka & Associates currently works with the City of Columbus Department of Development Office of Small Business and Entrepreneurial Development to help restructure the NCR areas by utilizing place-making concepts; and

 

WHEREAS, the current contract with the City of Columbus ends on June 1, 2019 and  additional time is needed to allow Sadicka & Associates  to  continue to provide the services to the NCR areas as outlined in the Scope of Services in the current contract; and 

 

WHEREAS, an amendment is needed to extend the contract period to August 1, 2019  for the purpose of continuing to provide services to the NCR areas on behalf of the  Office of Small Business and Entrepreneurial Development of the Department of Development; and

             

WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to authorize an amendment to the Sadicka & Associates contract, thereby preserving the public health, peace, property, safety and welfare; Now, Therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1.   That the Director of  the Department of Development is hereby authorized to amend the contract with Sadicka & Associates for the purpose of  extending the contract period to August 1, 2019.

 

Section 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
