Explanation
BACKGROUND: This ordinance authorizes an appropriation of $1,056,427.00 from the unappropriated balance of the Federal, State, and Mandatory Drug Law Enforcement Contraband/Seizure Funds for the Division of Police. Funds were received from seized and forfeited property and are used solely for law enforcement purposes as specified in Ordinance 1850-85. These funds are used to purchase various services, supplies, and equipment.
EMERGENCY DESIGNATION: Emergency legislation is requested in order to provide immediate funding for maintenance contracts, to procure needed supplies and equipment, and to conduct training.
FISCAL IMPACT: This ordinance authorizes an appropriation of $1,056,427.00 in the Federal and State Law Enforcement Contraband/Seizure Funds for the Division of Police.

To authorize an appropriation of $1,056,427.00 from the unappropriated balance of the Law Enforcement Contraband Seizure Fund to the Division of Police to fund travel and training needs and purchase equipment, supplies and services; and to declare an emergency. ($1,056,427.00)

WHEREAS, monies were received from seized and forfeited property; and,
WHEREAS, funds received from these forfeitures must be solely used for law enforcement purposes as specified in Ordinance #1850-85; and,
WHEREAS, an emergency exists in the usual daily operations of the Public Safety Department, Division of Police, in that it is immediately necessary to appropriate funds in the Law Enforcement Contraband Seizure Fund in order to fund travel and training needs, and to purchase equipment, supplies, and services for the Division of Police; thereby preserving the public health, peace, property, safety and welfare; now, therefore:
