Explanation
BACKGROUND:
This legislation will authorize an appropriation of grant funds from the Ohio Department of Aging for the continued operation of the Pre Admission Screening System Providing Options and Resources Today (PASSPORT) Medicaid program for the period July 1, 2019 through June 30, 2020.
PASSPORT provides home care services as an alternative to nursing home admission for Medicaid eligible clients. Services include case management, adult day care, homemaker, meals, personal care, respite, transportation and emergency response. Approximately 7,000 clients are currently being served by the Central Ohio Area Agency on Aging (COAAA) under the PASSPORT program.

EMERGENCY DESIGNATION:
Emergency action is requested in order to have funding available in the proper accounts for continued operations.
FISCAL IMPACT:
$83,774,560.00 in funds has been made available to the Recreation and Parks Grant Fund.

WHEREAS, it is necessary to authorize an appropriation of grant funds from the Ohio Department of Aging for the continued operation of the Pre Admission Screening System Providing Options and Resources Today (PASSPORT) Medicaid Waiver program for the period July 1, 2019 through June 30, 2020; and
