Title: To authorize the Finance and Management Director to enter into three (3) Universal Term Contracts for the option to purchase Miscellaneous Medical Supplies with Bound Tree Medical LLC, Concordance Healthcare Solutions LLC, and Life-Assist, Inc.; to authorize the expenditure of $3.00 from General Budget Reservation BRPO001107, and to declare an emergency. Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTC) for the option to purchase Miscellaneous Medical Supplies with Bound Tree Medical LLC, Concordance Healthcare Solutions LLC, and Life-Assist, Inc. The Division of Fire is the primary user for airway products, bandage products, IV supplies, infection control products, head immobilization products and other miscellaneous supplies used by Emergency Medical Transport Services. The term of the proposed option contracts would be approximately two (2) years, expiring June 30, 2021, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on February 28, 2019. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO001107.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ011308). Ten (10) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

Bound Tree Medical LLC, CC#005886, expires 1/16/2020, Groups 1-6, at discounts specified, $1.00
Concordance Healthcare Solutions LLC, CC# 028484, expires*****, Groups 1-6, at discounts specified, $1.00
Life-Assist, Inc., CC#010830, expires 2/22/2021, Groups 1-6, at discounts specified, $1.00
Total Estimated Annual Expenditure: $700,000.00, Division of Fire, the primary user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because the current contract expires on June 30, 2019.
