Explanation

 

BACKGROUND:  Columbus Public Health has been awarded a grant from the Center for Disease Control through the Ohio Department of Health through Central Ohio Trauma System.  This ordinance is needed to accept and appropriate $6,000.00 in grant money for the period July 1, 2019 through June 30, 2020.

 

COTS is the regional hospital preparedness coordinating agency for 31 trauma and acute care hospitals.  Columbus Public Health has agreed to provide subject matter expertise on Points of Dispensing (POD) planning for each hospital system within its jurisdiction.  CPH will help the hospital point of contact complete the hospital site survey, POD flow layout, flow diagram, and a location map.

 

FISCAL IMPACT:  The program is funded by the Central Ohio Trauma System and does not generate revenue or require a city match. ($6,000.00)

 

Title

 

To authorize the Board of Health to accept a grant from Central Ohio Trauma System to provide point of dispensing planning for regional hospitals in the amount of $6,000.00; and to authorize the appropriation of $6,000.00 in the Health Department Grants Fund.  ($6,000.00)

 

Body

 

 

WHEREAS, $6,000.00 in grant funds that have been made available to Columbus Public Health from the Central Ohio Trauma System; and

 

WHEREAS, this grant provides assistance to regional hospitals for point of dispensing planning; and

 

WHEREAS, it has become necessary in the usual daily operation of the Columbus Board of Health to authorize the Board of Health to accept a grant from Central Ohio Trauma System to provide assistance to regional hospitals for the public health, safety and welfare; Now, therefore,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Board of Health is hereby authorized and directed to accept a grant award of $6,000.00 from the Central Ohio Trauma System for the period July 1, 2019, through June 30, 2020.

 

SECTION 2.  That from the unappropriated monies in the Health Department Grants Fund, Fund No. 2251, and from all monies estimated to come into said Fund from any and all sources for the period ending June 30, 2020, the sum of $6,000.00 and any eligible interest earned during the grand period is hereby appropriated to the Health Department Grants Fund as per accounting codes in the attachment to this ordinance.

                  

SECTION 3.  That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.   At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5.  Funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated effective upon receipt of executed grant agreement and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6That this ordinance shall take effect and be in force from and after the earliest period provided by law.
