Title: To authorize and direct the Recreation and Parks Department Director to amend the current revenue contract, CT01269R, with Ruthfield Enterprises, LLC, dba Slabadabado concessions, from the final two payments at Champions Golf course for concession services; and to declare an emergency.

Explanation

 

This legislation is to authorize and direct the Recreation and Parks Department Director to amend the current revenue contract, CT01269R, with Ruthfield Enterprises, LLC, dba Slabadabado concessions, by cancelling the two payments for the months of September and October at Champions Golf course for concession services.

 

Background:  Champions Golf Course has had a delay in the building of the new clubhouse that was to open in 2019 and is now scheduled to be built in 2019 and open in 2020.  The current food concessions contract with Ruthfield Enterprises, LLC dba Slabadabado concessions expires December 31, 2019. (Council-ORD. 2533-2018 passed 10-15-2018) With the construction of the new clubhouse underway, the parking lot is being removed and underground utilities will be installed. This will close the golf course for 6 - 8 weeks to golfers.  During this time the golf course will be closed to customers, Ruthfield will not be able to serve food or beverages.

 

The Golf Division currently has bids out for multi-year contracts for all golf course food concessions.

 

All other terms and conditions remain the same for Ruthfield Enterprises, LLC dba Slabadabado concessions at Champions Golf Course.

 

Emergency Justification: An emergency is being requested as construction is currently underway and the golf course and concessions are closed. There are no customers for the vendor to serve.

Body

 

WHEREAS, is necessary to authorize the Recreation and Parks Department Director to amend the current revenue contract, CT01269R, with Ruthfield Enterprises, LLC, dba Slabadabado concessions, from the final two payments at Champions Golf course for concession services (September 2019 and October 2019); and

 

WHEREAS, Champions Golf Course Clubhouse is under construction and the golf course will be closed 6-8 weeks; and

 

WHEREAS, the Department of Recreation and Parks, Golf Division, intends to bid out a multi-year contract in 2019 for food concessions in the new Champions Golf Course Clubhouse for 2020 and beyond; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to amend the current contract with Ruthfield Enterprises, LLC, dba Slabadabado concessions as construction is currently underway; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Recreation and Parks Department Director is authorized to amend the current revenue contract, CT01269R, with Ruthfield Enterprises, LLC, dba Slabadabado concessions, from the final two payments at Champions Golf course for concession services.

 

SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
