Explanation

 

To authorize the Director of Finance and Management, on behalf of Recreation and Parks, to enter into contract with Adidas Golf for the purchasing of resale merchandise for the Airport Golf Course and to approve bid waiver authorization for Adidas Golf for the purchasing of resale merchandise for the Airport Golf Course (GC).

 

Background:  On April 1, 2018, the Golf Division assumed the operation of the Airport Golf Course’s pro shop merchandise sales. The Golf Program Manager positions are city employees but also act as independent contractors which operate the pro shop services for the City. The Golf Program Manager at the Airport GC retired in April and the decision was made for the golf section to assume control of the pro shop operation versus contracting it out to the new Golf Program Manager. The Golf Program manager was responsible for purchasing the inventory and supplies for the pro shop. 

 

Adidas Golf is the distributor and manufacturer of their merchandise.  The Airport GC is able to purchase Adidas branded merchandise directly from Adidas Golf versus a resale provider. This will enable us to secure the lowest pricing options including discounts on wholesale pricing for volume. Adidas is one of the industry leaders in golf ball, equipment, and merchandise sales and it is critical that the golf division be able to keep stock in the pro shops.

Bid Waiver Justification: We will be purchasing directly from the manufacturer using a local representative.  Our pricing will be based on the wholesale pricing established by the manufacturer and have bulk pricing discounts.  Any biding would be based on retail pricing and supplied from the same source from whom we would be purchasing directly. 

 

Benefits to the Public: The Airport Golf Course will provide guests the opportunity to purchase necessary items such as golf balls, hats, towels and other items.  These items will add to the profitability of the Airport Golf Course.

 

Community Input Issues: We had received negative feedback from golfers for not having the selection of merchandise in the pro shops when we first began operation in 2018.

Fiscal Impact: Not to exceed $50,000.00 in one year. Funding is budgeted and available from and within the Recreation and Parks operating fund for these purchases.

To authorize the Director of Finance and Management, on behalf of Recreation and Parks, to enter into contract with Adidas Golf for the purchase of merchandise for the Airport Golf Course; and to waive the competitive bidding provisions of the Columbus City Code 329.

 

Body

 

WHEREAS, the Recreation and Parks Department will require the purchase of golf course retail supplies from Adidas Golf during the 2019 golf season; and

 

WHEREAS, it is in the best interest of the City to waive the competitive bidding provisions of City Code Chapter 329 to purchase directly from Adidas Golf in order to receive the best possible pricing; and

 

WHEREAS, it is necessary to authorize the Director of Finance and Management through its purchasing office to enter into contract, on behalf of Recreation and Parks, with Adidas Golf;

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of the Department of Finance and Management be and is hereby authorized to enter into contract, when sufficient budget exists, for golf supplies, as needed, with adidas Golf on behalf of Recreation and Parks.

 

SECTION 2.  That this Council finds it to be in the best interests of the City to waive the relevant provisions of Chapter 329 of City Code relating to Competitive bidding for this purchase.

 

SECTION 3.  That this ordinance shall take effect and be in force from and after the earliest period allowable by law.
