Title: To authorize the Director of Public Utilities to enter into a construction contract with Underground Utilities, Inc. for the South Broadleigh Area Water Line Improvements Project in an amount up to $4,775,376.60; to encumber funds with the Department of Public Service, Design and Construction Division for inspection, material testing, prevailing wage and related services in an amount up to $559,705.63; to authorize the appropriation and transfer of $4,775,376.60 from the Water System Reserve Fund to the Water Supply Revolving Loan Account Fund; to authorize the appropriation and expenditure of $4,775,376.60 from the Water Supply Revolving Loan Account Fund; to authorize a transfer and expenditure within the Water General Obligations Voted Bond Fund; for the Division of Water; and to authorize an amendment of the 2019 Capital Improvements Budget. Explanation

1.0 BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Underground Utilities, Inc. for the South Broadleigh Area Water Line Improvements Project in an amount up to $4,775,376.60; to encumber funds with the Department of Public Service, Design and Construction Division for inspection, material testing, prevailing wage and related services in an amount up to $559,705.63; for Capital Improvements Project No. 690236-100070, Division of Water Contract Number 2047.

The purpose of this project is to construct necessary improvements to the water distribution system in the South Broadleigh Area. The improvements identified in the scope of work will replace water lines that have high break histories and require frequent maintenance.

This project includes open-cut installation of approximately 17,300 linear feet of 6-inch and 8-inch inch water mains.

This project is in the “57 - Mid East” planning area and includes the following streets: Kenwick Rd., Brownlee Rd., Kenilworth Pl., South Broadleigh Rd., South Chesterfield Rd., Brown Lee Rd., Mound St., Kellnor Rd., Kinsbury Pl., Eastmoor Blvd. (North & South), Brookside Pl., First Alley North of East Main St., Everett Ave., Elizabeth Ave., Hampton Rd., Waverly St., and Fair Ave.

2.0 ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT:
The goal of this project is to replace or rehabilitate the existing 6-inch and 8-inch water lines that have a high break frequency. Replacement of these water lines will improve water service, decrease burden on water maintenance operations, and reduce water loss. The Neighborhood Liaison(s) has been contacted and informed of this project. Further community outreach may result through the Neighborhood Liaison Program.
