Explanation

BACKGROUND:  This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Schorr Architects, Inc. for the design of a Police Driver Training Area at 1000 N. Hague Avenue. The purpose of the Police Driver Training Area is to design an 800 x 400 foot concrete/asphalt driver training area, with a driveway that includes storm sewer access, a water retention area, and a designated fire hydrant waterline. The design also includes site survey, soil borings, and a review of existing site conditions.  The scope of work will be inclusive of design, engineering, and construction contract administration services. 

The Department of Finance and Management, Office of Construction Management, solicited Request for Proposals for the design and construction administration of the Police Driver Training Area. The project was formally advertised on Vendor Services website. On June 27, 2019 the City received four (4) responses (0 AS1, 0 FBE, 2 MBE,) as listed. All proposals were deemed responsive and were fully evaluated by the Evaluation Committee:

Schorr Architects, Inc. received the highest score by the evaluation committee and will be awarded the Police Driver Training Area design and construction administration contract.

 

Schorr Architects, Inc Contract Compliance No. 03-0499713, expiration date January 31, 2021.

 

Fiscal Impact: This legislation authorizes an expenditure of $117,700.00 from the Safety Voted Bond Fund with Schorr Architects, Inc. for design and construction administration services related to the Police Driver Training Area at 1000 N. Hague Avenue. The funds are budgeted within the Public Safety capital budget.

 

Title

To authorize the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Schorr Architects, Inc. for design and construction administration services related to the Police Driver Training Area; and to authorize the expenditure of $117,700.00 from the Safety Voted Bond Fund. ($117,700.00)

 

Body

WHEREAS, the Finance and Management Department, Office of Construction Management, desires to enter into a contract for the design and construction administration of the Police Driver Training Area at 1000 N. Hague Avenue; and

 

WHEREAS, The Office of Construction Management solicited Request for Proposals for the Police Driver Training Area and four (4) responses were received and fully evaluated by the evaluation committee; and

 

WHEREAS, Schorr Architects, Inc. received the highest score by the evaluation committee; and

 

WHEREAS, it is necessary to authorize the expenditure of $117,700.00 from the Public Safety Voted Bond Fund; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Finance and Management, Office of Construction Management, to authorize the Finance and Management Department, to enter into a contract with Schorr Architects, Inc. for design and construction administration of the Police Driver Training Area at 1000 N. Hague Avenue; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Finance and Management Director is hereby authorized to enter into a contract on behalf of the Office of Construction Management with Schorr Architects, Inc. for the design and construction administration of the Police Driver Training Area at 1000 N. Hague Avenue.

SECTION 2.  That the expenditure of $117,700.00, or so much thereof as may be needed, is hereby authorized in Fund 7701 (Safety Voted Bond Fund), in Dept-Div 3003, P330022-100003 (Division Driver Track), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance. 

SECTION 3That the monies in the foregoing sections shall be paid upon order of the Director of Finance and Management, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 7.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
