Explanation

 

This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Builderscape, Inc. for the installation of nine new benches and six new picnic style tables on concrete pads at Franklin Park, Hamilton Park, and Harrison Smith Park.

 

Background: Members of the Near East Area Commission (NEAC) requested park improvements using Urban Infrastructure Recovery Funds (UIRF). The request included providing new benches at Franklin Park to improve the use for those walking the paths for exercise and to improve the overall aesthetic of the historic park. Additionally four new picnic tables (to include ADA accessible) will be installed throughout the park to provide opportunities for individuals or group to picnic. NEAC also requested additional benches at Hamilton Park to improve the use of the street island park.

 

As part of this project two new tables on concrete pads will also be installed at Harrison Smith Park playground to allow for families and caregivers to gather, engage, and have a place to sit and observe their children play at the playground.

 

Construction costs for the project will be $61,000.00. A contingency of $9,150.00 is needed for a total of $70,150.00.

 

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on 9/12/2019 and received by the Recreation and Parks Department on 9/20/2019.  Proposals were received from the following companies:

After reviewing the proposal that was submitted, it was determined that Builderscape Inc. was the lowest and most responsive (and only) bidder.

 

Builderscape Inc. and all proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.

Benefits to the Public: The installation of new benches improves the use of park paths and loop walks by offering people a place to rest and enjoy the surroundings. They also improve the use of adjacent open play areas by providing a location to sit and observe.

 

Community Input/Issues: The NEAC requested that UIRF monies be spent on park improvements in their area. They were involved in determining the type of improvements and the specific parks.

 

At Harrison Smith Park, recent playground improvements removed outdated equipment.   The Northeast community requested the replacement of picnic tables and benches so adults could allow families and caregivers to gather, engage, and have a place to sit and observe their children play at the playground. Community residents were involved in determining the type of picnic tables and benches (including ADA accessible) to be installed in the park.

Master Plan Relation:  This project supports goals of the Master Plan by working with the Area Commission to get feedback and gain input on park improvements and needs, using UIRF sources to update parks, and providing needed infrastructure for park activities.

 

Fiscal Impact: $70,150.00 is budgeted and available from and within the Recreation and Parks Bond Fund 7702 and Permanent Improvement Fund 7747 to meet the financial obligations of this contract. Funds are contingent upon the deposit of proceeds from the 2019 Bond Sale.

WHEREAS, it is necessary to authorize the Director of Recreation and Parks to enter into contract with Builderscape, Inc. for the installation of nine new benches and six new picnic style tables on concrete pads at Franklin Park, Hamilton Park, and Harrison Smith Park; and

 

WHEREAS, it is necessary to authorize the appropriation of $12,525.09 within the Recreation and Parks Permanent Improvement Fund; and

 

WHEREAS, it is necessary to authorize the expenditure $70,150.00 from the Recreation and Parks Voted Bond Fund 7747; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized and directed to enter into contract with Builderscape, Inc. for the installation of nine new benches and six new picnic style tables on concrete pads at Franklin Park, Hamilton Park, and Harrison Smith Park.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. That the appropriation of $12,525.09 is authorized within the Recreation and Parks Permanent Improvement Fund 7747 per the accounting codes in the attachment to this ordinance. 

 

SECTION 6. For the purpose stated in Section 1, the expenditure of $70,150.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Voted Bond Fund 7702 and Permanent Improvement Fund 7747 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.

 

SECTION 7.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
