Explanation

BACKGROUND:  This ordinance authorizes Council to adopt the five year 2020-2024 Consolidated Submission for Community Planning and Development Programs.  This Consolidated Submission consists of the Consolidated Plan, the Citizen Participation Plan, and the Action Plan.

The Consolidated Plan and related components consolidate into a single submission the planning and application aspects of the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with Aids (HOPWA) programs.  This plan represents The City of Columbus' continued commitment to affirmatively furthering fair housing, providing decent housing, suitable living environments and expanding economic opportunities.  The plans and documents can be reviewed on the Department of Finance and Management, Grants Management section of the City's website.

The Consolidated Plan is attached.

 

FISCAL IMPACT:  It is expected that the City will receive an additional $13 million in resources each year for the next five (5) years.   Ordinances to appropriate the 2020 Action Plan funds will be submitted for Council consideration throughout year 2020.

EMERGENCY ACTION:  Emergency action is requested to allow the submission of the Consolidated Plan and the Action Plan to the U.S. Department of Housing and Urban Development (HUD) by November 15, 2019.

To adopt the 2020-2024 Consolidated Plan Submission for Community Planning and Development Programs including the 2020-2024 Consolidated Plan, the 2020-2024 Citizen Participation Plan, and the 2020 Annual Action Plan; to authorize the filing of the Consolidated Submission with the U.S. Department of Housing and Urban Development, and to declare an emergency.

WHEREAS, under the provisions as set forth in the various federal statutes authorizing the above programs, the City of Columbus is required to file a five (5) year Consolidated Plan application with the Department of Housing and Urban Development to be used for community development activities; and

WHEREAS, the City is also required to submit to the Department of Housing and Urban Development a Citizen Participation Plan which specifies the methods by which the public interacts in the Consolidated Plan and Action Plan processes; and

WHEREAS, in conjunction with the Consolidated Plan, the City is required to submit a one year Action Plan detailing the various programs to be funded under the plan, and

WHEREAS, the matter herein provided constitutes an emergency in that it is immediately necessary to authorize the submission of the 2020-2024 Consolidated Plan, the 2020-2024 Citizen Participation Plan, and the 2020 Annual Action Plan for the immediate preservation of the public health, peace, property, safety and welfare; Now, Therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:

 

SECTION 1.   That the City of Columbus hereby adopts the recommended 2020-2024 Consolidated Plan.

SECTION 2.   That the City of Columbus hereby adopts the recommended 2020-2024 Citizen Participation Plan.

SECTION 3.   That the City of Columbus hereby adopts the recommended 2020 Action Plan.

SECTION 4.   That the application for said plans as provided for in the federal statutes authorizing the Consolidated Plan Programs is hereby adopted, and that the Mayor, acting on behalf of the City of Columbus, is hereby authorized and directed to file such applications with the U.S. Department of Housing and Urban Development.

SECTION 5.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
