Explanation

 

1.   BACKGROUND: This legislation authorizes the Director of Public Utilities to modify (Mod #1) an existing professional engineering agreement with Arcadis US, Inc. for the Second Barrel Interconnector Augmentation Project, CIP 650860-116300. This project is to perform detailed design of approximately 2,300 ft. and 8.5’ diameter of sanitary sewer, an 8’ by 8’ sluice gate and engineering services during construction. This project is in the preliminary design stage. This contract modification is to evaluate options for replacement or permanent removal of the two influent sluice gates within the Interconnector Junction Chamber (IJC), concrete rehabilitation of IJC, and odor control of IJC.

1.1 Amount of additional funds to be expended:  $243,553.80

      1.2 Reasons additional goods/services could not be foreseen: 

      The original contract did not include a structure evaluation and rehabilitation of the Interconnector Junction Chamber (IJC) and the three gates within IJC where the new pipe ties in. It was discovered during the preliminary design phase that those gates needed to be either repaired or replaced, and IJC structure needs to be evaluated to ensure its structural integrity.

 

1.3 Reasons other procurement processes are not used: 

The work to be performed is an expansion to the project and integral part of the project. The new pipe ties in at IJC, and it is crucial to ensure its structural integrity and long term operation. It is more cost effective to have the existing consultant complete the expanded service rather than bid it out.

 

1.4 How cost of modification was determined:

     The cost was estimated by the consultant and negotiated by SSES Project Manager.

2.   PROJECT TIMELINE:  One year contract with additional modifications. .

 

3.   EMERGENCY DESIGNATION: An emergency designation is requested for this legislation. Justification: Emergency legislation is requested to maintain project schedule. The interconnector chamber gates are corroding and need immediate repair to prevent a negative impact the SWWTP’s operations.

5.   ECONOMIC / ENVIRONMENTAL IMPACT:  This project is an Ohio EPA consent order project. This project is to perform detailed design of approximately 2,300 ft. and 8.5’ diameter of sanitary sewer, an 8’ by 8’ sluice gate and engineering services during construction. The installation of the second barrel will mitigate DSR 95 located on Sullivant Ave to 10-year level of service.

 

6.   FISCAL IMPACT: This legislation authorizes the transfer within and the expenditure of up to $243,553.80 from the Sanitary Sewer General Obligation Bond Fund 6109 and amends the 2019 Capital Improvements Budget.

WHEREAS, the original contract, PO185337, was authorized by Ordinance No.1453-2019, passed July 01, 2019, was executed by the Director on August 7, 2019, approved by the City Attorney on August 09, 2019; and certified by the City Auditor on August 09, 2019; and

 

WHEREAS, it is necessary to authorize the Director of Public Utilities to modify an existing professional engineering agreement with Arcadis US, Inc. for the Second Barrel Interconnector Augmentation Project, CIP 650860-116300; and

 

WHEREAS, the work for this project will perform the detailed design of approximately 2,300 ft. and 8.5’ diameter of sanitary sewer, an 8’ by 8’ sluice gate and engineering services during construction; and

 

WHEREAS, this work will mitigate DSR95 activation and Water in Basement (WIB) incidents in West Franklinton area; and

 

WHEREAS, it is necessary to authorize the transfer within and the expenditure of up to $243,553.80 from the Sanitary Sewer General Obligation Bond Fund 6109; and

 

WHEREAS, it is necessary to authorize an amendment to the 2019 Capital Improvements Budget for purposes of providing sufficient expenditure authority for the aforementioned project expenditure; and

 

WHEREAS, an emergency exists in the usual daily operations of the Divisions of Sewerage and Drainage, Department of Public Utilities it has become necessary to authorize the Director of Public Utilities to modify an existing professional engineering agreement with Arcadis US, Inc. for Second Barrel Interconnector Augmentation Project, CIP 650860-116300 for the preservation of the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE CITY OF COLUMBUS:

 

SECTION 1: That the Director of Public Utilities is hereby authorized to modify (Mod #1) an existing a professional engineering agreement with Arcadis US, Inc. 100 E. Campus View Blvd., Suite 200, Columbus, Ohio 43235 for the Second Barrel Interconnector Augmentation Project, CIP 650860-116300 in accordance with the terms and conditions of the contract on file in the Office of the Division of Sewerage and Drainage.

SECTION 2: That the City Auditor is hereby authorized to transfer of $243,553.80 within the Sanitary Sewer General Obligation Bond Fund 6109, per the accounting codes in the attachment to this ordinance.

 

SECTION 3: That the Director of Public Utilities is hereby authorized to expend up to $243,553.80 from the Sanitary Sewer Bond Fund 6109 for the Second Barrel Interconnector Augmentation Project, per the accounting codes in the attachment to this ordinance.

 

SECTION 4: That the 2019 Capital Improvements Budget is hereby amended as follows:

SECTION 5. That the said firm, Arcadis US, Inc. shall perform the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

SECTION 6. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 7. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 8. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 9. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 10. That for reasons stated in the preamble hereto, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force and after its passage and approval by the Mayor or ten days after its passage if the Mayor neither approves nor vetoes the same.
