Title: To amend the 2019 Capital Improvement Budget; to authorize the Director of Finance and Management to enter into a contract on behalf of the Office of Construction Management with RW Setterlin Building Company for the demolition and replacement of the Roberts Road Outpost for the Public Service Department; to authorize the transfer of $11,156,970.50 within the Street and Highways Bond Fund; to authorize the expenditure of $11,156,970.50 from the Street and Highways Bond Fund; and to declare an emergency. Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with RW Setterlin Building Company for the demolition and replacement of a new Public Service Department Roberts Road Outpost, 4380 Currency Drive. This contract consists of the demolition of the existing structures and the construction of a new administration building. Also to be constructed will be vehicle storage (both enclosed and open), truck wash bay, and a pre-wash area. This contract will provide for the demolition of the existing buildings and the construction of a new facility at 4380 Currency Drive for the purpose of providing a fully operational outpost.

Formal bids were solicited and the City received four (4) bids (0 FBE, 0 MBE) on October 2, 2019 as follows:

After evaluation of the bids, it was determined that the lowest non-local bid was submitted by Thomas & Marker Construction in the amount of $11,218,010.50. The local bidder, RW Setterlin Building Company's bid was $11,248,762.50. In accordance with Columbus City Code Section 329.212, if a local bidder is within 1% of the non-local's bid, the local bidder may be awarded the contract if they agree to meet the lowest bid price and to provide a revised bid to demonstrate the same.
