Title: To authorize the Director of Public Service to enter into a professional services contract with Kimley-Horn and Associates, Inc., for the Mobility Study - NW Corridor project; to appropriate funds within the Street, Construction, Maintenance and Repair Fund; to authorize the expenditure of up to $500,000.00 from the Street, Construction, Maintenance, and Repair Fund to pay for this contract; to authorize the Director of Public Service to enter into agreements with and to accept contributions from other organizations in relation to the project; to authorize the return of any unused funds received from other organizations at the end of the project; and to declare an emergency. Explanation
1. BACKGROUND
This legislation authorizes the Director of Public Service to enter into professional services contracts with Kimley-Horn and Associates, Inc., in the amount of up to $500,000.00 for the Mobility Study - NW Corridor project. This legislation also authorizes the Director of Public Service to enter into agreements with and to accept contributions and/or grant monies and other resources from Mid-Ohio Regional Planning Commission (MORPC), Central Ohio Transportation Authority (COTA), The Ohio State University (OSU), and other organizations to be identified at a future time, which are to be distributed to the City for the project.

The intent of this project is to provide the City of Columbus, Department of Public Service, additional resources to implement the Mobility Study - NW Corridor project, which includes establishing a Vision and Implementation Strategy for the corridor (Olentangy River Road from Bethel Road to W. Broad Street) that results in the development of a multi-modal transportation system supportive of mixed-use, transit-oriented, pedestrian, and bicycle friendly development patterns.
The Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Mobility Study - NW Corridor contract. The project was formally advertised on the Vendor Services web site from August 15, 2019, to September 12, 2019. The
City received four (4) responses. All proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on September 27, 2019. The responding firms were:
