Explanation

 

1.  BACKGROUND: The City of Columbus Division of Sewerage and Drainage (DOSD) initiated the Astor/Bernhard Integrated Solutions Project (CIP 650870-157191) and the Astor/Bernhard Storm Sewer Improvements Project (CIP 611712-100000) to perform the investigation, evaluation, formulation and design work necessary to prepare construction documents for: mitigation of stormwater flooding by improving the existing stormwater system within the project area(s) and the use of integrated solutions to improve water quantity and water quality within the project area(s).  This work performed under phase 1 will be in preparation of the future remediation of inflow and infiltration (I/I) within the project area(s).   This project is within the Mid-East Community Planning Area #57.

 

2.  PROCUREMENT: The Department of Public Utilities advertised a Request for Proposals (RFP’s) on August 29, 2019 through September 27, 2019 pursuant to the overall requirements of City Code Section 329 in order to solicit proposals for the project. Seven (7) proposals were received and reviewed, and it was determined that Hazen & Sawyer best meets the needs of the Department of Public Utilities.

3.   SUMMARY OF TASKS: The scope of work for this project includes condition assessment and cleaning of the existing storm sewers and performing inspections of all storm manholes within the project limits to assist in the development of an accurate stormwater hydraulic model, and to assess the structural integrity of the existing storm sewer system to best maximize the quantity, location and feasibility of potential integrated solutions necessary to accomplish the objectives of Blueprint Columbus.  It shall also include the use of the aforementioned stormwater hydraulic model to determine the hydraulic performance of the existing storm sewer system, and to evaluate potential improvements to this system through replacement of existing infrastructure or the installation of new facilities to best maximize the quantity, location and feasibility of potential integrated solutions necessary to accomplish the overall objectives of Blueprint Columbus. It shall also include performing all requisite investigation, evaluation, formulation and design work to prepare construction documents for the mitigation of stormwater flooding by improving the existing stormwater system within the project area(s), while considering the impact of future phase I/I improvements in the project area(s), and the improvement of water quality within the project area(s) to the Blueprint requirements using integrated solutions.   In order to determine water-quality and quantity benefits to the City’s MS4 discharges, stormwater modeling services shall be performed as a task under these contracts.

 

4.   MULTI-YEAR CONTRACT: The Department anticipates requesting additional future modifications to this contract.

 

5.  PROJECT TIMELINE: It is anticipated that a Notice to Proceed will be issued in January 2020, Detailed Design is projected to be completed by December 2023, land acquisition is projected to be completed December 2023, Construction is projected to commence January 2024 and with a projected completion by June 2025.

7.   Emergency Designation:  Emergency legislation is not requested at this time.

 

8. Economic Impact: The use of more sustainable, and environmentally friendly systems, commonly referred to as “green” infrastructure, has been recognized and implemented in many communities as a potential solution to many of the elements associated with EPA consent order requirements.  Green infrastructure also provides additional stormwater treatment benefits, as well as potentially mitigating street flooding and impacts to receiving streams.  It is anticipated that the construction of green infrastructure will have an impact on the local economy by creating the need for personnel to construct and maintain the proposed facilities, as well as obtaining project related materials from local suppliers and vendors.

 

Community Outreach for the project will be conducted by the City via public meetings upon completion of a Preliminary Design Report and accompanying draft plans. An additional benefit of this project is the possible re-purposing of Columbus Land Redevelopment Office (Land Bank), abandoned, and vacant parcels for the implementation of Green Infrastructure (GI). The City wishes to explore viable GI and low-impact development (LID) technologies which could be constructed on these vacant or abandoned parcels/lots within the project area to achieve a stormwater benefit.

 

9.   Fiscal Impact: A transfer within and expenditure of up to $311,864.14 from the Storm Sewer Bond Fund 6204 is necessary; an expenditure of up to $936,012.74 from the Sanitary Sewer General Obligation Bond Fund 6109 is needed; and an amendment to the 2019 Capital Improvement Budget is necessary to provide sufficient authority.

Body

 

WHEREAS, it is necessary for the City to enter into an engineering agreement with Hazen and Sawyer for the Astor/Bernhard Integrated Solutions and Astor/Bernhard Storm Sewer Improvements Project; and

 

WHEREAS, it is necessary to authorize the transfer within and expenditure of up to $311,864.14 from the Storm Sewer Bond Fund 6204; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $936,012.74 from the Sanitary Sewer General Obligation Bond Fund 6109; and

 

WHEREAS, it is necessary to amend the 2019 Capital Improvements Budget for purposes of providing sufficient budget authority for the project expenditure; and

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, to authorize the Director to enter into a professional engineering agreement with Hazen & Sawyer for the Astor/Bernhard Integrated Solutions and Astor/Bernhard Storm Sewer Improvements Project for the preservation of the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to enter into an engineering agreement with Hazen and Sawyer, 150 Campus View Blvd., Suite 133, Columbus, Ohio 43235 for professional engineering services for the Astor/Bernhard Integrated Solutions (CIP 6508701-157191) and Astor/Bernhard Storm Sewer Improvements Project (CIP 611712-100000), in accordance with the terms and conditions as shown in the contract modification on file in the office of the Division of Sewerage and Drainage.

 

SECTION 2. That the City Auditor is hereby authorized to transfer and expend up to $311,864.14 within the Storm Sewer Bond Fund 6204, per the account codes in the attachment to this ordinance.

 

SECTION 3. That the City Auditor is hereby authorized to expend up to $936,012.74 from the Sanitary Sewer General Obligation Bond Fund 6109 per the account codes in the attachment to this ordinance.

 

SECTION 4: That the 2019 Capital Improvements Budget Ordinance is hereby amended as follows:

SECTION 5.  That said engineering company, Hazen and Sawyer, shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

 

SECTION 6.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 8. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 9.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 10.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
