Explanation

 

1.                     BACKGROUND:  The Southerly Wastewater Treatment Plant (SWWTP) operates four (4) chlorination and post aeration basins as part of the disinfection treatment process. The current PVC air pipe and ceramic diffuser system was installed in 2006 as part of S69. Due to age and UV exposure, the PVC legs are failing at an accelerated rate. This issue is compounded due to the discontinuation of the air distribution leg by the original equipment manufacturer. This project will replace the post aeration diffusers, replace two centrifugal blowers with hybrid type blowers, rehabilitate three centrifugal bowers, replace the post aeration supply piping, replace and/or repair tank train valves and actuators, sensors and controls for to provide a more automated and energy efficient post aeration system, and other appurtenances to provide a fully post aeration system.

A second renewal is planned for the future, costing approximately $670,000.00.

 

1.2 Reasons additional goods/services could not be foreseen: 

Contract renewal was planned.

 

1.3 Reason other procurement processes are not used

The funding provided by this contract renewal is for continuation of the existing work of the contract. In so much as work was planned for and anticipated within the original procurement, it is not reasonable or cost effective to undertake a new procurement to acquire these services.

 

1.4 How cost of renewal was determined:

A cost proposal was provided by Andover Associates, Ltd., and was reviewed by the Division of Sewerage and Drainage and was deemed acceptable.

 

2.                     PROJECT TIMELINE: The renewal will allow for 2 years from Notice to Proceed through the completion of the Conform to Contract (CTC) Documents

4.   ECONOMIC IMPACT: The SWWTP post aeration process provides dissolved oxygen to the treated wastewater in order to meet the daily minimum dissolved oxygen requirement of 7.0 mg/L set forth in the Plant’s NPDES permit. As the aeration diffuser legs fail, it becomes more likely that the plant will have a permit violation due to the lack of oxygen delivered to the treated wastewater. This project will replace all of the post aeration diffusers and piping to ensure that the Plant’s permit is not violated. In addition to the diffuser legs, we will replace two of the centrifugal blowers with more energy efficient hybrid blowers. These blowers will be paired with dissolved oxygen controls and automated valves to reduce energy usage in the post aeration system.

 

5.   FISCAL IMPACT:  This legislation authorizes the transfer of $634,048.47 and expenditure of $1,163,648.47 from the Sanitary Sewer General Obligation Bond Fund 6109, and amends the 2019 Capital Improvement Budget to provide sufficient authority.

To authorize the Director of Public Utilities to renew (Renewal #1) an existing engineering agreement with Andover Associates, Ltd. for the Southerly Waste Water Treatment Plant Post Aeration Diffuser Replacement Project; to authorize the transfer of $634,048.47 within and expenditure of up to $1,163,648.47 from the Sanitary Sewer General Obligation Bond Fund; and to amend the 2019 Capital Improvement Budget. ($1,163,648.47)

 

Body

 

WHEREAS, Contract No. PO133258 for $ 246,124.09 was authorized by Ord. No. 1833-2018, passed July 16, 2018; executed by the Director on August 22, 2018, signed by the City Attorney on August 24, 2019, and certified by the City Auditor on September 4, 2018; and

 

WHEREAS, it is necessary to renew the agreement in order to provide Step 2 Services/Detailed Design for the project; and

 

WHEREAS, it is necessary to authorize the transfer of $634,048.47 within the Sanitary Sewer General Obligation Bond Fund 6109; and

 

WHEREAS, it is necessary to authorize the expenditure of $1,163,648.47 from the Sanitary Sewer General Obligation Bond Fund 6109; and

 

WHEREAS, it is necessary to amend the 2019 Capital Improvements Budget for purposes of providing sufficient authority and funding; and

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, to authorize the Director of Public Utilities to renew a professional engineering service agreement with Andover Associates, Ltd. for the Southerly Waste Water Treatment Plant Post Aeration Diffuser Replacement Project CIP#650354-100000 for the preservation of the public health and safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Public Utilities is hereby authorized to renew (Renewal #1) a professional engineering service agreement with Andover Associates, Ltd., 1335 Dublin Road, Suite 223A, Columbus, Ohio 43215, for the Southerly Waste Water Treatment Plant Post Aeration Diffuser Replacement Project CIP# 650354-100000, in accordance with the terms and conditions as shown in the contract on file in the office of the Division of Sewerage and Drainage.

 

SECTION 2. That the transfer within of $634,048.47 and expenditure of up to $1,163,648.47 from the Sanitary Sewer General Obligation Bond Fund 6109 is hereby authorized per the accounting codes attached to this ordinance.

 

SECTION 3. That the 2019 Capital Improvements Budget is hereby amended as follows:

SECTION 4. That the expenditure of up to $1,163,648.47 from the Sanitary Sewer General Obligation Bond Fund 6109,or so much thereof as may be needed, is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 5.  That said company, Andover Associates, Ltd., shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

 

SECTION 6. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 7. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 8.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 9.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 10.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
