Explanation
BACKGROUND: To authorize the Finance and Management Director to enter into a contract with Hydro Controls Inc. for the purchase of electric gate actuators for the Division of Sewerage and Drainage. The electric gate actuators will be used to regulate flow at the Jackson Pike Wastewater Treatment Plant.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ014067). Fifty (50) bidders (2 MBR, 2 F1, 46 MAJ) were solicited and one (1 MAJ) bid was received and opened on November 27, 2019.
After a review of the bid, the Division of Sewerage and Drainage recommends an award be made for all items to Hydro Controls Inc. in the amount of $257,063.00 as the only responsive, responsible and best bidder.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

FISCAL IMPACT: $257,063.00 is required for this purchase. This ordinance is contingent on the passage of the 2020 operating budget, Ordinance 2926-2019.

To authorize the Finance and Management Director to establish a contract with Hydro Controls Inc. for the purchase of electric gate actuators for the Division of Sewerage and Drainage; and to authorize the expenditure of $257,063.00 from the Sewerage Operating Fund. ($257,063.00)

WHEREAS, the Purchasing Office opened formal bids on November 27, 2019 for the purchase of electric gate actuators; and
WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the only responsive, responsible and best bidder, Hydro Controls Inc.; and
WHEREAS, the electric gate actuators will be used to regulate flow at the Jackson Pike Wastewater Treatment Plant; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to have the Finance and Management Director enter into a contract with Hydro Controls Inc. in accordance with the terms, conditions and specifications of Solicitation Number RFQ014067 on file in the Purchasing Office; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director be and is hereby authorized to establish a contract for all items with Hydro Controls Inc. for the purchase of electric gate actuators for the Division of Sewerage and Drainage in accordance with RFQ014067 specifications on file in the Purchasing Office.
SECTION 2. That the expenditure of $257,063.00 or as much thereof as may be needed, is hereby authorized in Fund 6100 (Sewerage Operating) in Object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
