Explanation

 

1.  BACKGROUND: The City of Columbus Division of Sewerage and Drainage (DOSD) initiated the Olentangy Scioto Interceptor Sewer/Big Walnut Augmentation Relief Interceptor/Big Walnut Outfall Augmentation Sewer (OSIS/BWARI/BWOAS) Large Diameter Sewer Condition Assessment Project #650725-100008 in order to investigate and assess critical assets within the sewer collection system as part of the division’s Capacity, Maintenance, and Operations Management (CMOM) plan that was provided to the Ohio EPA as a commitment to assess all of the City’s trunk sewers. 

 

 

2.  PROCUREMENT: The Department of Public Utilities advertised a Request for Proposals (RFP’s) on September 24, 2019 through October 25, 2019 pursuant to the overall requirements of City Code Section 329 in order to solicit proposals for the project. Four (4) proposals were received and reviewed, and it was determined that Stantec Consulting Services, Inc. best meets the needs of the Department of Public Utilities.

3.  SUMMARY OF TASKS:  The scope of work for this project includes work items for the initial phase of the project and shall consist of closed circuit televising and sonar to assess the structural and operational condition of the large diameter trunk sewers identified on the project Exhibit, the providing of a Technical Memorandum outlining the structural and operational conditions of the sewers, and all other necessary items for the completion of the Memorandum.

 

If the assessment of the sewers yields that sewers are in need of immediate repair, the contract may be renewed and/or modified to perform additional detailed design services including: plan survey, development of the contract drawings and bidding documents, permits applications, preparation of easements, engineering services during construction, and production of record drawings.

 

 

4.  MULTI-YEAR CONTRACT: The Department anticipates requesting additional future renewals and/or modifications to this contract.

 

5.  PROJECT TIMELINE: This project is planned for approximately four (4) years, completing in September 2024.

7.  Emergency Designation:  Emergency legislation is not requested at this time.

 

8.  Economic Impact: This project will reduce the overall risk to the sanitary sewer collection system by assessing one of the City’s most critical assets for its structural and operational condition.  This information will allow for future prioritization of repairs and/or rehabilitation, and provide valuable information so that any eventual alternative development for repair/rehabilitation can utilize the direct financial, social, and environmental factors affecting these sewers in the evaluation process.  

 

9.  Fiscal Impact: An expenditure of up to $1,428,754.66 from the Sanitary Sewer General Obligation Bond Fund 6109 is necessary; and an amendment to the 2019 Capital Improvement Budget is necessary to provide sufficient authority.

To authorize the Director of Public Utilities to enter into a professional engineering services agreement with Stantec Consulting Services, Inc. for the OSIS/BWARI/BWOAS Large Diameter Sewer Condition Assessment Project; to authorize the expenditure of up to $1,428,754.66 from the Sanitary Sewer General Obligation Bond Fund; and to authorize an amendment to the 2019 Capital Improvements Budget. ($1,428,754.66)

WHEREAS, the Department of Public Utilities advertised a Request for Proposals for the OSIS/BWARI/BWOAS Large Diameter Condition Assessment Project; and

 

WHEREAS, Stantec Consulting Services, Inc. was determined to best meet the requirements of the project according the criteria specified in Columbus City Code Section 329; and

 

WHEREAS, it is necessary for the City to enter into an engineering agreement with Stantec Consulting Services, Inc. for the OSIS/BWARI/BWOAS Large Diameter Sewer Condition Assessment Project; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $1,428,754.66 from the Sanitary Sewer General Obligation Bond Fund 6109; and

 

WHEREAS, it is necessary to amend the 2019 Capital Improvements Budget for purposes of providing sufficient budget authority for the project expenditure; and

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, to authorize the Director to enter into a professional engineering agreement with Stantec Consulting Services, Inc. for the OSIS/BWARI/BWOAS Large Diameter Sewer Condition Assessment Project for the preservation of the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to enter into an engineering agreement with Stantec Consulting Services, Inc., 1500 Lake Shore Drive, Suite 100, Columbus, Ohio 43204 for professional engineering services for the OSIS/BWARI/BWOAS Large Diameter Sewer Condition Assessment Project #650725-100008, in accordance with the terms and conditions as shown in the contract on file in the office of the Division of Sewerage and Drainage.

 

SECTION 2.  That the 2019 Capital Improvements Budget Ordinance is hereby amended as follows:

SECTION 3.  That expenditure of up to $1,428,751.66 is hereby authorized per the accounting codes attached to this ordinance. 

 

SECTION 4.  That said engineering company, Stantec Consulting Services, Inc., shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 7.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 8.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 9.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
