Explanation

Background: This ordinance authorizes the Finance and Management Director to associate all General Budget reservations resulting from this ordinance with the appropriate Universal Term Contracts for tire retreading services, on behalf of the Fleet Management Division, in order to repair and service City vehicles. All related purchase orders will be issued as needed from Universal Term Contracts previously established by the Purchasing Office.

During 2020, the Fleet Management Division is budgeted to spend $1.6 million for services to keep the City's fleet of approximately 6,000 vehicles in operation. Fleet Management processes over 40,000 work orders annually for all City vehicles and equipment.

Fiscal Impact: This ordinance authorizes an expenditure of $200,000 from the Fleet Management Operating Fund from previously established Universal Term Contracts for tire retreading services. The Fleet Management Division expended $200,000 for tire retreading in 2018 and 2019.

This ordinance is contingent on the passage of the 2020 Operating Budget.

Emergency action is requested to ensure that purchase orders can be established as soon as the City's 2020 Operating Budget is passed to ensure uninterrupted tire retreading services.
