Explanation
This legislation will authorize the Director of Recreation and Parks to enter into a lease agreement with The Child Development Council of Franklin County (Hereinafter “CDCFC”) for the continued operation of their Head Start, Early Head Start, and Child Care services within the Barnett Community Center located at 1184 Barnett Road, Columbus, Ohio 43227.
Background: Terms of this lease will be for 2020 through 2025 and will replace and extend all existing agreements. Rent will continue to be $9,096.00 annually.

Bid Waiver Justification: This is a partnership for a public service and does not relate to any cost for CRPD.
Benefits to the Public: This agreement will allow the lessee to continue providing childcare services to children and families of the community, which would otherwise not be offered by CRPD.
Community Input/Issues: CDCFC has been running this program since 2007 without any concern from the public.

To authorize the Director of the Recreation and Parks Department to enter into a lease agreement with The Child Development Council of Franklin County (Hereinafter “CDCFC”) for the continued operation of their Head Start, Early Head Start, and Child Care services within the Barnett Community Center.

WHEREAS, the Recreation and Parks Department allows the Child Development Council of Franklin County (Hereinafter “CDCFC”) to provide their Head Start, Early Head Start, and Child Care services within the Barnett Community Center through a lease agreement; and
WHEREAS, this arrangement will allow CDCFC to continue providing childcare services to children and families of the community, which would otherwise not be offered by CRPD; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Recreation and Parks to authorize the Director to enter into a lease agreement with The Child Development Council of Franklin County (Hereinafter “CDCFC”) for the continued operation of their Head Start, Early Head Start, and Child Care services within the Barnett Community Center; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be, and hereby is, authorized to execute those documents necessary to enter into a lease agreement with The Child Development Council of Franklin County (Hereinafter “CDCFC”) for the continued operation of their Head Start, Early Head Start, and Child Care services within the Barnett Community Center.
SECTION 2. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
