Explanation

 

The purpose of this legislation is to authorize the Director of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for the purchase of Compost Wood Chips for the Division of Sewerage and Drainage, Compost Facility with Edwards Landclearing Inc.(PA004272 expires 11/30/21).  Wood chips are used as a bulking agent at the Compost Facility within the Division of Sewerage and Drainage and are a vital part of the composting process.

 

The following Purchase Agreement associations require approval by City Council in order for the division to expend more than $100,000.00, per 329.19(g):

 

SUPPLIER:  Edwards Landclearing Inc.   Vendor#006549   CC#34-1112541   Expires 5/16/21   (MAJ)

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search

 

FISCAL IMPACT: $299,000.00 is budgeted and needed for this expenditure.  This ordinance is contingent on the passage of the 2020 operating budget, Ordinance 2926-2019.

Title

 

To authorize the Director of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for the purchase of Compost Wood Chips for the Division of Sewerage and Drainage with Edwards Landclearing, Inc.; and to authorize the expenditure of $299,000.00 from the Sewerage Operating Fund. ($299,000.00)

 

 

Body

 

WHEREAS, the Purchasing Office has established a Universal Term Contract, PA004272 (expires 11/30/21) for the purchase of Compost Wood Chips with Edwards Landclearing Inc.; and

 

WHEREAS, the Compost Wood Chips Purchase Agreement is used by the Division of Sewerage and Drainage.  Wood chips are used as a bulking agent at the Compost Facility and are a vital part of the composting process; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage to authorize the Director of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement on file in the Purchasing office for the purchase of Compost Wood Chips with Edwards Landclearing Inc; NOW, THEREFORE:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Finance and Management be and is hereby authorized to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract  Purchase Agreement for the purchase of Compost Wood Chips with Edwards Landclearing, Inc.

 

SECTION 2.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 3.  That the expenditure of $299,000.00, or so much thereof as may be needed, is hereby authorized in Funds 6100 (Sewer Operating-Sanitary), in object class 02 Material and Supplies per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
