Explanation

 

1.  BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Advanced Engineering Consultants, Inc., for the Parsons Avenue Water Plant (PAWP) Miscellaneous Improvements - Control Room Renovations Project, in an amount up to $298,200.00, for Division of Water Contract No. 2162.

 

The PAWP control room is the primary location where plant staff monitor and control the water treatment process. The room houses hardware and equipment related to the plant’s Supervisory Control and Data Acquisition (SCADA) system. The room does not meet functional or ergonomic needs and does not leverage the advantages of modern operator interface equipment.

 

This legislation is for Phase 1 - Detailed Design & Bidding services to develop layout concepts, evaluate alternatives, provide recommendations, perform detailed design services, regulatory approvals, and construction bidding assistance.

 

Community Planning Area = “99 - Citywide” since the Parsons Avenue Water Plant serves several Columbus communities.

 

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: 

The PAWP is an essential and integral component in the Columbus area water supply and treatment infrastructure.  Adequate safe supply of water is essential to economic growth and development. 

 

Public informational meetings are not anticipated for this project, all proposed work should be within the boundaries of the water treatment facility.  Regulatory agencies will be notified of the proposed work as appropriate.

 

The consultant team has identified a commitment to the Mayor’s Green Initiative in their business practices.  Upgrades to the electrical systems at the plant will be evaluated for increased efficiency and reduced energy consumption.  A construction waste management program may be employed to ensure that certain amounts of construction waste are recycled and diverted from landfills.

 

3. BID INFORMATION:  The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329, "Awarding professional service contracts through requests for proposals."  The evaluation criteria for this contract included:  (1) understanding of project/project approach, (2) past performance, (3) environmentally preferable consultant, (4) local workforce, and (5) anticipated project team.

 

Request for Proposals (RFP) were received on November 15, 2019 from Advanced Engineering Consultants and Star Consultants.

 

An evaluation committee reviewed the proposal and recommends that the Parsons Avenue Water Plant Miscellaneous Improvements - Control Room Renovations Project be awarded to Advanced Engineering Consultants, Inc.

 

The Contract Compliance Number for Advanced Engineering Consultants, Inc. is 31-1612308 (expires 5/25/20, MAJ) and their DAX Vendor Number is 5665.  Additional information regarding both bidders, description of work, contract time frame, and detailed amounts can be found on the attached Information form.

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Advanced Engineering Consultants, Inc.

 

4.  FUTURE RENEWALS:  A future modification is planned to provide Phase 2 - Engineering Services During Construction.

 

5. FISCAL IMPACT: There are sufficient funds within the Water G.O. Bonds Fund for this expenditure.

Body

 

WHEREAS, two (2) technical proposals for professional engineering services for the Parsons Avenue Water Plant Miscellaneous Improvements - Control Room Renovations Project were received on November 15, 2019; and

 

WHEREAS, the Department of Public Utilities recommends that the agreement be awarded to Advanced Engineering Consultants, Inc.; and

 

WHEREAS, it is necessary to authorize an expenditure of funds within the Water G.O. Bonds Fund, for the Division of Water; and 

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Water, Department of Public Utilities, to authorize the Director of Public Utilities to enter into a professional engineering services agreement for the Parsons Avenue Water Plant Miscellaneous Improvements - Control Room Renovations Project with Advanced Engineering Consultants, Inc., for the preservation of the public health, peace, property and safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to enter into a professional engineering services agreement for the Parsons Avenue Water Plant Miscellaneous Improvements - Control Room Renovations Project with Advanced Engineering Consultants, Inc. (FID# 31-1612308), 1405 Dublin Road, Columbus, OH 43215; for an expenditure up to $298,200.00; in accordance with the terms and conditions of the contract on file in the Office of the Division of Water.

 

SECTION 2. That the expenditure of $298,200.00 or so much thereof as may be needed, is hereby authorized in Fund 6006 - Water G.O. Bond Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 5.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 7.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
