Explanation
BACKGROUND:
This ordinance authorizes the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into the second year of a four-year contract (pursuant to bid proposal number RFQ012192) with Fairfield Information Services and Associates, LLC DBA American Court Services (ACS) for secure continuous remote alcohol monitor (SCRAM) services.
FISCAL IMPACT: Funds are available within the 2020 Electronic Alcohol Monitoring (IDIAM) fund for this purpose.
EMERGENCY: Emergency legislation is requested to authorize the court to enter into contract and to continue monitoring services with no interruption in services.

To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into the second year of a four-year contract with Fairfield Information Services and Associates, LLC., DBA American Court Services (ACS) for monitoring services associated with the SCRAM; to authorize the expenditure of up to $180,000.00 for monitoring services from the electronic alcohol monitoring fund; and to declare an emergency. ($180,000.00)

WHEREAS, it is necessary to authorize the Administrative and Presiding Judge to enter into this contract with Fairfield Information Services and Associates, LLC., DBA American Court Services (ACS), to secure the continued provision of SCRAM services, and for the protection of their constitutional rights; and
WHEREAS, this ordinance is requested as an emergency to permit the timely procurement of needed services; and
WHEREAS, an emergency exists in the usual daily operation of the Franklin County Municipal Court in that it is immediately necessary to authorize the Administrative and Presiding Judge to contract for continuous alcohol monitoring services with ACS thereby preserving the public health, peace, property, safety and welfare; Now, Therefore,
