Explanation

 

This ordinance is to authorize the Director of the Recreation and Parks Department to enter into contract with The Righter Co., Inc. to perform construction work regarding pump station improvements on Champions Golf Course.

 

Background: This is the second phase of a two phase project.  Phase one was the replacement of the main irrigation line and drainage work and was completed in 2019.  Phase two was aligned with the improvements for the Champions Clubhouse project which included an electrical system upgrade for the Champions Golf Course site.  The new electric service permits us to replace the aging pump station, including control panel, pumps and motors, and associated equipment. The pump station is critical equipment responsible for running the Golf Course’s irrigation system. Without upgrading the pump station equipment, the irrigation system would not function, and the Golf Course could experience a significant damage to the playing surfaces during the dry summer months.

 

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on January 3rd, 2020 and received by the Recreation and Parks Department on January 28st, 2020. Bids were received from the following companies:

After reviewing the proposals that were submitted, it was determine that The Righter Co., Inc. was the lowest and most responsive bidder. All proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.

 

Technical Choice is not pre-qualified through the Office of Finance and Management, and neither is their electrical subcontractor Brett Short Circuits, LLC. Per City Code 329.20 (c), Technical Choice LLC is non-responsive and the bid cannot be considered for award without an approved bid waiver by Director Rakosky and City Council.

Emergency Justification: An emergency is being requested in order to complete construction work before the dry summer months arrive, where operation of the pump station is critical to keep the Golf Course under normal operation.

 

Benefits to the Public: The community will have an upgraded pump station along with the upgrades to Champions Clubhouse.

 

Community Input/Issues: The community will not be able to enjoy the Golf Course if the irrigation system is inoperable due to the outdated pump station. This project is needed to keep the Golf Course operable.

 

Area(s) Affected:  This project affects all of Central Ohio communities members engaged in the Golf community, and communities beyond Central Ohio.

 

Master Plan Relation:  This project will further the mission of the Recreation and Parks Master Plan by updating an existing facility to help enhance the experience of the customer; as well as make sure the golf course can stay open and collect revenue during the dry summer season.

 

Fiscal Impact: $234,930.00 is budgeted and available from and within the Voted Recreation and Parks Bond Fund to meet the financial obligations of these various expenditures.

($234,930.00).

 

Body

 

WHEREAS, it is necessary to authorize the Director of Recreation and Parks to enter into contract with The Righter Co., Inc. to perform construction work regarding pump station improvements on Champions Golf Course; and

 

WHEREAS, it is necessary to authorize the transfer of $234,930.00 between projects within the Recreation and Parks Bond Fund; and

 

WHEREAS, it is necessary to  amend the 2019 Capital Improvements Budget Ordinance 1326-2019; and

 

WHEREAS, it is necessary to authorize the expenditure of $234,930.00 from the Voted Bond Fund 7712; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department that it is immediately necessary to authorize the Director to enter into contract with the Righter Co., Inc. in order to complete construction work before the summer where operation of the pump station is critical to keep the Golf Course under normal operation, thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks be, and is hereby, authorized to enter into contract with The Righter Co., Inc. to perform construction work regarding pump station improvements on Champions Golf Course.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. That the transfer of $234,930.00 or so much thereof as may be needed, is hereby authorized between projects within the Recreation and Parks Bond Fund 7712 per the account codes in the attachment to this ordinance.

 

SECTION 6. That the 2019 Capital Improvements Budget Ordinance 1326-2019 is hereby amended as follows in order to provide sufficient budget authority for this ordinance and future projects.

SECTION 7.  That, for the purpose stated in Section 1, the expenditure of $234,930.00, or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Voted Bond Fund 7712 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.

 

SECTION 8.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
