Explanation
BACKGROUND: Ordinance 1450-2019, passed June 5, 2019, authorized the Director of the Department of Development to transfer one parcel of real property held in the Land Bank and located at 1071 Rosewood Ave. (010-037175) to Rebecca Humphrey, for the sum of $3,530.00 minus credits granted by the City under the Improve to Own Program, plus a $195.00 processing fee. We need to amend the Buyer’s name from Rebecca Humphrey to Rebecca Phillips.
Emergency action is requested so the transfer of the property can be made without further delay.
FISCAL IMPACT: No funding is required by this legislation.

To amend Ordinance 1450-2019, passed June 5, 2019, related to the conveyance of title for 1071 Rosewood Ave. held in the Land Bank, to amend the Buyer’s name from Rebecca Humphrey to Rebecca Phillips, and to declare an emergency.

WHEREAS, on June 5, 2019, Columbus City Council passed Ordinance 1450-2019 authorizing the Director of the Department of Development to transfer one parcel of real property held in the Land Bank and located at 1071 Rosewood Ave. (010-037175) to Rebecca Humphrey, for the sum of $3,530.00 minus credits granted by the City under the Improve to Own Program, plus a $195.00 processing fee; and
WHEREAS, it is necessary to amend the Buyer’s name from Rebecca Humphrey to Rebecca Phillips; and
WHEREAS, no funding is required for this amendment; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the amendment to Ordinance 1450-2019 so the transfer of the property can be made without further delay, all for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 1 of Ordinance 1450-2019, passed June 5, 2019, is hereby amended to read as follows:
That the Director of the Department of Development is hereby authorized to execute any and all necessary agreements and deeds to convey title to the following parcel of real estate to Rebecca Phillips:

ADDRESS: 1071 Rosewood Ave., Columbus, Ohio 43211
PRICE: $3,530.00, minus credits granted by the City under the Improve to Own Program, plus a $195.00 processing fee
USE: Side yard expansion
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
