Explanation

 

1. BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into a construction contract with Danbert Electrical Corporation for the Mock Road CIP 440007-100016, North Central Standard Street Lighting Project (Sunbury Road) CIP 440007-100018, and Innis Road CIP 440007-100019 Standard Street Lighting Project; in an amount up to $393,806.99 for the Division of Power.

The work to be performed encompasses street lighting improvements on Sunbury Road (various areas from Woodward to Mock), Innis Road (From Sunbury to Farmington), and Mock Road (from Sunbury to Bar Harbor).  These improvements will include the installation of new overhead LED lighting, as well as the conversion of existing High Pressure Sodium luminaires to LED on existing poles. 

This work will occur within both the “Northland” (#35) the “Northeast” (#41) planning areas. 

 

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT:

Addition of lighting, in conjunction with upgrading existing lighting to LED within the project area, will provide both a sense of safety and security to the residents.  This may also deter criminal activity, which would lessen the financial impact on city resources involving assistance from Police and Fire departments. 

 

3.0 CONSTRUCTION CONTRACT AWARD:  The Director of Public Utilities opened two bids on December 4, 2019 from Danbert Electrical Corp. - $393,806.99; and Complete General Construction Company - $466,319.25. 

 

3.1 PRE-QUALIFICATION STATUS: Danbert Electrical Corp has met code requirements with respect to pre-qualification, pursuant to relevant sections of Columbus City Code Chapter 329.  There are two (2) proposed subcontractors for this project.

 

Danbert Electrical Corporation’s bid was deemed the lowest, best, most responsive and responsible bid in the amount of $393,806.99.  Danbert Electrical Corporation’s Contract Compliance Number is 82-2707993 (expires 8/22/21, MAJ); DAX Vendor Account No. is 23222.  Additional information regarding all bidders, description of work, contract time frame and detailed amounts can be found on the attached Information form.

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Danbert Electrical Corporation. 

 

4. FISCAL IMPACT:  This contract requires an expenditure of up to $393,806.99; and the 2019 Capital Improvement Budget will be amended to align authority with the expenditures. 

 

5. EMERGENCY DESIGNATION: Emergency action is not requested at this time.

WHEREAS, two (2) bids from Danbert Electrical Corporation and Complete General Construction Company were received and opened in the offices of the Director of Public Utilities on December 4, 2019; and

 

WHEREAS, the lowest, best, most responsive and responsible bid was from Danbert Electrical Corp. in the amount of $393,806.99 per the bid tabulation and Quality Factor Form process; and

 

WHEREAS, it is necessary to authorize the Director of the Department of Public Utilities to award and execute a construction contract for the Mock Road; North Central (Sunbury Road); and Innis Road Standard Street Lighting Project; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $393,806.99 from the Electricity G.O. (General Obligation) Bonds Fund 6303; and

 

WHEREAS, it is necessary to amend the 2019 Capital Improvement Budget to align authority with the expenditures; and

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Power, Department of Public Utilities, to authorize the Director to enter into an agreement for construction services with Danbert Electrical Corp. for the Mock Road, North Central (Sunbury Road) and Innis Road Standard Street Lighting Project, for the preservation of the public health, peace, property, and safety; and

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to execute a contract for the Mock Road; North Central (Sunbury Road); and Innis Road Standard Street Lighting Project with Danbert Electrical Corp., 7991 Memorial Dr., Plain City, Ohio 43064; in an amount up to $393,806.99; in accordance with the terms and conditions of the contract on file in the Office of the Division of Power.

 

SECTION 2.  That the expenditure of $393,806.99 or so much thereof as may be needed, is hereby authorized in the Electricity G.O. (General Obligation) Bonds Fund 6303, in object class 06 (Capital Outlay) per the account codes in the attachment to this ordinance.

 

SECTION 3.  That the 2019 Capital Improvement Budget is amended as follows:

SECTION 4.  That said contractor shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Power.

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are herby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary. 

 

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 7.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project. 

 

SECTION 8.  That this ordinance shall take effect and be in force from and after the earliest date allowed by law.
