Title: To authorize the Finance and Management Director to renew Universal Term Contracts for the option to purchase Water Meters, Yokes, Meter Setters and Appurtenances with Badger Meter, Inc.; Metron-Farnier, LP; Master Meter, Inc.; and Core & Main, LP; and to declare an emergency.

 Explanation

BACKGROUND:  This legislation authorizes the Finance and Management Director to renew existing Universal Term Contracts (UTC) for the option to obtain Water Meters, Yokes, Meter Setters and Appurtenances with Badger Meter, Inc., Metron-Farnier LP, Master Meter, Inc. and Core & Main LP. These contracts provide for Water Meters, Yokes, Meter Setters and Appurtenances to be used in the installation in the City’s water distribution system and the Division of Water. 

 

These contracts, PO139440, PO139447, PO0139448 and PO0139449 were established in accordance with Request for Quotation RFQ009475 and authorized under Ordinance Number 2441-2018 and will expire March 31, 2020.  In accordance with the bid specifications, the City and Badger Meter, Inc., Metron-Farnier LP, Master Meter, Inc., and Core & Main LP can renew their contract for an additional one(1) year term subject to mutual agreement and approval of proper city authorities.  The contracts new expiration date will be March 31, 2021. 

 

EMERGENCY DESIGNATION:  The Finance and Management Department respectfully requests this legislation be considered an emergency measure as the current contracts are set to expire in March.

 

FISCAL IMPACT: No funding is required to renew the option contracts.  The Department of Water must set aside their own funding for their estimated expenditures. 

 

Title

 

To authorize the Finance and Management Director to renew Universal Term Contracts for the option to purchase Water Meters, Yokes, Meter Setters and Appurtenances with Badger Meter, Inc.; Metron-Farnier, LP; Master Meter, Inc.; and Core & Main, LP; and to declare an emergency.

 

Body

 

WHEREAS, the Purchasing Office entered into Universal Term Contracts for Water Meters, Yokes, Meter Setters and Appurtenances for use by the Division of Water; and 

 

WHEREAS, these contracts were entered into in accordance with Chapter 329 of the Columbus City Code, pursuant to solicitation RFQ009475 with Badger Meter, Inc., Metron-Farnier LP, Master Meter, Inc. and Core & Main, LP; all were deemed the lowest, most responsive, responsible and best bidders; and

 

WHEREAS, in accordance with the bid specifications, the City and Badger Meter, Inc., Metron-Farnier LP, Master Meter, Inc. and Core & Main LP can renew their contract for an additional one year period, subject to mutual agreement and approval of proper City authorities; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities in that it is immediately necessary to authorize the Finance and Management Director to renew Universal Term Contracts for the option to obtain Water Meters, Yokes, Meter Setters and Appurtenances before the contracts expire, thereby preserving the public health, peace, property, safety, and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Finance and Management Director is hereby authorized to renew the following option contracts for a period of one year, from March 31, 2020 to and including March 31, 2021 with:

Badger Meter, Inc., PO139440

Metron-Farnier LP, PO139448

Master Meter, Inc., PO139447 and

Core & Main LP, PO139449

 

SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
