Explanation

 

Ordinance number 2190-2019, approved by City Council on September 9, 2019, authorized the Board of Health to enter into a contract with Nationwide Children’s Hospital, in the amount of $300,000.00 for a period through March 31, 2020, to provide evidence based home visiting services. 

 

This ordinance is needed to do a modification by extending the contract for a time period ending November 30, 2020 with Nationwide Children’s Hospital.  This modification is needed to continue an evidence based home visiting services.

 

Emergency action is requested for this contract modification in order to ensure community partners expand their evidence based home visiting services to the community.

 

FISCAL IMPACT:  No funds are needed to modify this contract;

Body

 

WHEREAS, it is necessary to modify, by extending, contract PO197764 with Nationwide Children’s Hospital to continue to provide evidence based home visiting services through November 30, 2020; and

 

WHEREAS, this ordinance is being submitted as an emergency measure so that timely services can proceed without interruption; and

 

WHEREAS, an emergency exists in the usual daily operation of Columbus Public Health in that it is immediately necessary to modify the contract with Nationwide Children’s Hospital, PO197764, to continue to provide evidence based home visiting services through November 30, 2020, for the immediate preservation of the public health, peace, property, safety and welfare;  Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Board of Health is hereby authorized to modify, by extending, contract PO197764 with Nationwide Children’s Hospital to continue to provide evidence based home visiting services through November 30, 2020.

 

SECTION 2.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
