Explanation

1.  BACKGROUND

This legislation authorizes the Director of Public Service to enter into professional services contracts with Evans, Mechwart, Hambleton & Tilton (EMH&T) in the amount of up to $250,000.00 for the Roadway - General Engineering 2020 project.

 

The intent of this project is to provide the City of Columbus, Department of Public Service, additional resources to perform professional engineering and survey services as well as provide technical expertise for the Department to complete its capital budget commitments.  With each task assigned under this General Engineering contract, a task-specific Scope of Services and associated fee for services will be agreed to by the Department and consultant prior to proceeding. 

 

The scope of services that follows generally describes the services the selected consultant is expected to be capable to perform:

 

a.  Civil Engineering - roadway and intersection design; drainage studies; and utility design including storm sewer and stormwater management

b.  Survey Services - topographic survey, boundary survey, right-of-way descriptions and exhibits, property ownership, description of take

c.  Traffic Engineering - traffic studies, signal design, roundabout design, and signing and striping design

d.  Minor Structural Work - retaining walls, minor bridge workOther Services - drafting, preparing exhibits, as-built drawings, funding applications, other engineering related services as required

e.  Right-of-way - property ownership/descriptions of take, right-of-way exhibits

f.   Landscape architecture - street tree planting design

 

Project Deliverables may include the following:

a.  Construction plans (Drawer A and E format), quantities, cost estimates, pavement analysis reports, and other items as required.

b.  Preliminary engineering studies or memorandums

c.  Traffic studies

d.  Plan review memorandums and detailed comments for peer reviews of roundabout designs on other City projects

e.  General use documents such as standards or guidelines

f.   Conceptual designs

g.  Also review General Design Requirements

 

The Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Roadway - General Engineering 2020 contract.  The project was formally advertised on the Vendor Services and Bonfire web sites from November 19, 2019, to December 19, 2019

 

The City received eight responses.  All proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on January 17, 2020.  The responding firms were:

EMH&T received the highest score by the evaluation committee and will be awarded the Roadway - General Engineering 2020 contract. 

 

Searches in the System for Award Management (Federal) and the Findings for Recovery (State) produced no findings against EMH&T.

 

2.  CONTRACT COMPLIANCE

EMH&T’s contract compliance number is CC004214 and expires 12/17/2021. 

 

3.  FISCAL IMPACT

Funding for this contract is available within Fund 7704, the Streets and Highways Bond FundAn amendment to the 2019 Capital Improvement Budget is required to establish sufficient budget authority for the project.

 

4. EMERGENCY DESIGNATION

Emergency action is requested so the additional resources are available as soon as possible to prevent delays in designing Public Service capital improvement projects.

To amend the 2019 Capital Improvement Budget; to authorize the Director of Public Service to enter into a professional services contract with EMH&T for the Roadway - General Engineering 2020 project; to authorize the expenditure of up to $250,000.00 from the Streets and Highways Bond Fund to pay for this contract; and to declare an emergency.  ($250,000.00)

 

Body

WHEREAS, there is a need to enter into a professional services contract to provide additional resources to perform professional engineering and survey services as well as provide technical expertise for the Department of Public Service to complete its capital budget commitments; and

 

WHEREAS, the Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Roadway - General Engineering 2020 project; and

 

WHEREAS, EMH&T submitted the best overall proposal for this project; and

 

WHEREAS, it is necessary to enter into a contract with EMH&T for the provision of professional engineering consulting services described above in the amount of up to $250,000.00; and

 

WHEREAS, it is necessary to authorize an amendment to the 2019 Capital Improvement Budget for the purpose of providing sufficient spending authority for the aforementioned project expenditure; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to authorize the Director of Public Service to enter into contract with EMH&T so the additional resources are available as soon as possible to prevent delays in designing Public Service capital improvement projects, thereby preserving the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the 2019 Capital Improvements Budget authorized by ordinance 1326-2019 be amended as follows to establish sufficient authority for this project:

SECTION 2.  That the Director of Public Service be and is hereby authorized to enter into a professional services contract with Evans, Mechwart, Hambleton & Tilton, 5500 New Albany Road, Columbus, Ohio, 43054, for the Roadway - General Engineering 2020 contract in the amount of up to $250,000.00.

 

SECTION 3.  That the expenditure of $250,000.00, or so much thereof as may be needed, is hereby authorized in Fund 7704 (Streets and Highways Bond Fund), Dept-Div 5911 (Infrastructure Management), Project P530161-100213 (Roadway - General Engineering 2020), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 7.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
