Explanation
BACKGROUND: The Civil Service Commission needs to enter into a contract with Mount Carmel Occupational Health for pre-employment physicals and cardiovascular stress testing of public safety recruits for upcoming Police and Fire Academy classes.

Bid Information: In 2019, the City of Columbus Civil Service Commission published a Request for Proposals (RFP 013916) for these services and accepted proposals through December 13, 2019. Four proposals were submitted by the deadline. An evaluation committee reviewed these proposals in accordance with the criteria set forth in the RFP. The selected proposal offered the lowest cost for the services, qualified physicians with experience in occupational medicine, and the convenience of testing in one location. Therefore, the Commission seeks to award the contract to Mount Carmel Occupational Health.

Emergency Designation: Emergency legislation is requested as the current contract expires on February 29, 2020 and to allow sufficient time for the City to schedule medical exams for police and fire applicants for upcoming recruit classes.

FISCAL IMPACT: Funding for this service was budgeted in the Civil Service Commission’s 2020 general fund budget.
