Explanation

1.  BACKGROUND

The Director of Public Service requests to revise the boundaries of the Short North Parking Benefit district to better align with the Short North Special Improvement District service area.  The original boundaries were set in Ordinance No. 2018-2018, which initially set up the Short North PBD. 

 

Ordinance 2018-2018 also authorized the Department of Public Service to request to establish a parking benefit district (PBD) in the Short North per the requirements in Columbus City Code Chapter 2155.  A PBD is one part of a parking management plan to improve parking availability and encourage the use of alternate forms of transportation within the defined area. The creation of a PBD will create a funding source to improve the neighborhood and enhance mobility options for residents, employees, and visitors to the area. 

 

2.  FISCAL IMPACT

No immediate fiscal impact to the City.

 

3.  EMERGENCY DESIGNATION

Emergency action is requested to allow for the immediate revision to the boundaries of the Short North Parking Benefit district (PBD) in order to better align with the Short North Special Improvement District service area.

Body

WHEREAS, there is a need to revise the boundaries of the Short North Parking Benefit district to better align with the Short North Special Improvement District service area effective upon passage of this ordinance; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to revise the Short North PBD boundaries for the efficient operation of the City, thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That pursuant to Columbus City Code Section 2155.13, the Short North Parking Benefit District boundaries are hereby revised to better align with the Short North Special Improvement District service area; and effective upon passage of this ordinance, the new boundaries shall be:

 

The Short North Parking Benefit District is bounded on the north by the centerline of King Avenue west of North High Street to Neil Avenue, then along the east and west side of North High Street between King Avenue and East Ninth Avenue, then by the centerline of East Ninth Avenue east of High Street to the eastern-most set of railroad tracks east of North Fourth Street; bounded to the east by the eastern-most set of railroad tracks east of North Fourth Street from East Ninth Avenue to Interstate 670; bounded to the south by the centerline of Interstate 670 from the eastern-most set of railroad tracks east of North Fourth Street to Neil Avenue; and bounded to the west to include both the east and west side of Neil Avenue.  Also included in this designation is the area south of the centerline of Interstate 670 bounded to the west by the east and west sides of Park Street from Interstate 670 to Convention Center Drive; bounded to the south by the north and south sides of Convention Center Drive from Park Street to North Third Street; bounded to the east by the east and west sides of North Third Street from Convention Center Drive to Interstate 670; and bounded to the north by the centerline of Interstate 670 from Park Street to North Third Street. Such boundaries are as shown on the attached SNPBD document.

 

SECTION 2. That for the reasons stated in the Preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
