Explanation

BACKGROUND:   This legislation authorizes the transfer of up to $156,100.72 from Object Class 01 to Object Class 03 and transfer of up to $13,775.02 from Object Class 02 to Object Class 03, both in the  2015 HOME Investment Partnerships Program (HOME) grant; authorizes the expenditure of up to $325,000.00 in the 2015 HOME grant; and authorizes the Director of Development to enter into a contract with the Community Shelter Board (CSB) in an amount up to $325,000.00 and authorize the payment of expenses starting January 1, 2020.

 

The City provides annual funding to CSB for their Tenant Based Rental Assistance Program, which provides rental assistance to those who are homeless or in danger of being homeless in our community.

 

This legislation represents appropriation for the HOME portion of the 2020 Action Plan, per Ordinance 2162-2019.

 

Emergency action is requested in order to ensure uninterrupted services.

 

FISCAL IMPACT: $325,000.00 is available in the already appropriated funds of 2015 HOME grant.

 

CONTRACT COMPLIANCE:  The vendor’s vendor number is 004795 and is valid from 1/8/2019-1/8/2021.

 

Title

To authorize the transfer of up to $156,100.72 from Object Class 01 to Object Class 03 and transfer of up to $13,775.02 from Object Class 02 to Object Class 03, both in the 2015 HOME Investment Partnerships Program (HOME) grant; to authorize the expenditure of up to $325,000.00 in the 2015 HOME grant; to authorize the Director of Development to enter into a contract with the Community Shelter Board in an amount up to $325,000.00; to authorize the payment of expenses starting January 1, 2020; and to declare an emergency. Body

WHEREAS, the Director of the Department of Development desires to enter into a contract with the Community Shelter Board (CSB) in an amount up to $325,000.00 and authorizes the payment for expenses starting January 1, 2020; and

 

WHEREAS, this contract will allow the Community Shelter Board to continue to provide Tenant Based Rental Assistance Program, which provides homeless or those in danger of being homeless in our community; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to authorize the Director to enter into a contract with the Community Shelter Board and to appropriate and expend said funds to allow for continuation of services without interruption, thereby preserving the public health, peace, property, safety, and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

 

SECTION 1.                       That the transfer of $256,100.72 or so much thereof as may be needed, is hereby authorized within Fund 2201 (HOME Investment Partnerships Program), from Dept-Div 44-10 (Housing), Project G458001, object class 01 (Personnel) to Dept-Div 44-10 (Housing), Project G458001, object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 2.                       That the transfer of $13,775.02 or so much thereof as may be needed, is hereby authorized within Fund 2201 (HOME Investment Partnerships Program), from Dept-Div 44-10 (Housing), Project G458001, object class 02 (Goods) to Dept-Div 44-10 (Housing), Project G458001, object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 3.                     That the expenditure of $325,000.00 or so much thereof as may be needed, is hereby authorized in Fund 2201 (HOME Investment Partnerships Program), Dept-Div 4410 (Housing), G458001 (HOME), object class 03 (Other) per the account codes in the attachment to this ordinance.

 

SECTION 4.                     That the Director of Development is hereby authorized to enter a contract with the Community Shelter Board in an amount up to $325,000.00 and is authorized to make payment for expenses starting January 1, 2020. 

                     

SECTION 5.                     That the funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

                                          

SECTION 6.                     That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.                     That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
