Title: To authorize the Director of Recreation and Parks to enter into contract with Floor Care Concepts LLC for the restoration and refinishing of wood flooring at CRPD facilities; to authorize an expenditure of $74,850.00 from existing Auditors Certificates ACPR001333, which was established by ordinance 2816-2018; and to declare an emergency. Explanation

 

This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Floor Care Concepts LLC for the restoration and refinishing of wood flooring at CRPD facilities.

 

Background:  This ordinance is for the restoration and refinishing of wood flooring at Brentnell Community Center, Carriage Place Community Center, Dodge Community Center, Howard Community Center, Thompson Community Center, and Whetstone Community Center.

 

The work for these locations will include the sanding of the surfaces to bare wood to receive new finish, addition of CRPD logo at center court of the floors, and addition of athletic lines for various activities.  This is the final year of a multi-year capital restoration program aimed to improve the quality of the gym floor playing surface and extend the useful life of CRPD capital assets.

 

The costs for this project will be $72.850.00 with a contingency of $2,000.00 for a total of $74,850.00.

 

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on January 3, 2020 and received by the Recreation and Parks Department on January 23, 2020.  Bids were received from the following companies:

After reviewing the proposals that were submitted, it was determined that Floor Care Concepts LLC was the lowest and most responsive bidder.

Emergency Justification: Due to program scheduling and activities in the affected community centers, facility down time in March 2020 provides the best opportunity to have the work performed with the least amount of disruption to programs, activities, staff, and citizens.

 

Benefits to the Public: With this project, the department will complete a multi-year capital improvement program to correct safety concerns and improve the overall quality of the playing surface in all of the department’s community centers. Additionally, the capital program will extend the useful life of the gym floors which will delay significant capital investment to replace a floor determined to be at the end of its useful life.

 

Community Input/Issues: Department staff have received numerous requests to have substandard playing surfaces addressed. Additionally, department staff have received many compliments at facilities where flooring work has already been performed.

Master Plan Relation: The multi-year capital improvement program for gym floor refinishing established a standard level of quality for the wood playing surfaces in the department’s community centers, expanded programs and activities that can be offered in the community centers, and increased revenue generating opportunities with youth sports leagues.

 

Fiscal Impact: An existing Auditor’s Certificate will be used to find this contract. ACPR001333 was established by ordinance 2816-2018 for community recreation facility improvements and will be used for this project.

To authorize the Director of Recreation and Parks to enter into contract with Floor Care Concepts LLC for the restoration and refinishing of wood flooring at CRPD facilities; to authorize an expenditure of $74,850.00 from existing Auditors Certificates ACPR001333, which was established by ordinance 2816-2018; and to declare an emergency. ($74,850.00)

 

Body

 

WHEREAS, it is necessary to authorize and direct the Director of Recreation and Parks to enter into contract with Floor Care Concepts LLC for the restoration and refinishing of wood flooring at CRPD facilities; and

 

WHEREAS, it is necessary to authorize the expenditure of $74,850.00 from existing Auditor’s Certificates ACPR001333 which was established by ordinance 2816-2018; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department that it is immediately necessary to authorize the Director to enter into contract due to program scheduling and activities in the affected community centers, facility down time in March 2020 provides the best opportunity to have the work performed with the least amount of disruption to programs, activities, staff, and citizens, thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks be, and is hereby, authorized to enter into contract with Floor Care Concepts LLC for the restoration and refinishing of wood flooring at CRPD facilities.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. That, for the purpose stated in Section 1, the expenditure of $74,850.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from existing Auditor’s Certificate. ACPR001333 was established by ordinance 2816-2018 for community recreation facility improvements and will be used for this expenditure.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
