Explanation

Background: This ordinance authorizes the Finance and Management Director to associate all general budget reservations within this ordinance to Environmental Remediation Contractors (ERC) in the amount of $250,000 for environmental remediation on behalf of the Department of Neighborhoods. This ordinance will enable the Department to purchase these services from Environmental Remediation Contractors (ERC), in accordance with the universal term contracts established for this purpose by the Purchasing Office.

Bid Information: The Purchasing Office has established a purchase agreement for the contracting of services for environmental remediation services.

Emergency Designation: Emergency legislation is requested as the department has an immediate need for the continuation of services as it relates to environmental remediation services.

Fiscal Impact:  This legislation authorizes the expenditure of $250,000.00 from the Department of Neighborhoods General Fund Budget for the purchase of environmental remediation services.

Title

This ordinance authorizes the Finance and Management Director to associate all general budget reservations within this ordinance to Environmental Remediation Contractors (ERC) for environmental remediation services on behalf of the Department of Neighborhoods from an existing universal term contract; to authorize the expenditure of $250,000.00 from and within the General Fund; and to declare an emergency. ($250,000.00)

 

Body

WHEREAS,  the Department of Neighborhoods has a need for environmental remediation services; and

WHEREAS, the Purchasing Office has established an Universal Term Contract for the purchase of environmental remediation services with Environmental Remediation Contractors (ERC); and

WHEREAS, an emergency exists in the usual daily operation of the Department of Neighborhoods in that it is immediately necessary to authorize the Director of Finance and Management to associate all General Budget Reservations associated with this ordinance to ERC for the continued environmental remediation services, for the preservation of the public health, peace, property, safety, and welfare; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Director of Finance and Management be and is hereby authorized to associate all general budget reservations resulting from this ordinance with the appropriate universal term contract with Environmental Remediation Contractors (ERC), for the purchase of environmental remediation service on behalf of the Department of Neighborhoods.

 

SECTION 2. That the expenditure of $250,000.00 or so much thereof as may be needed, is hereby authorized from and within the Department of Neighborhoods General Fund Budget in object class 03 Professional Services per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such account codes as necessary.

 

SECTION 4.  That the City Auditor is hereby authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.

 

SECTION 5. The Department of Neighborhoods and all ERCs employed under a universal term contract authorized by this Ordinance shall adhere to the U.S. Centers for Disease Control and Prevention Interim Guidance on Unsheltered Homelessness and Coronavirus Disease 2019 (COVID-19) for Homeless Service Providers and Local Officials.

 

SECTION 5 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
