Title: To authorize the Director of Public Utilities to enter into a professional engineering services agreement with Jacobs Engineering Group, Inc. for the Jackson Pike Waste Water Treatment Plant Digester Improvements Project; to authorize the appropriation and transfer of up to $283,144.69 within and expenditure of up to $2,237,664.69 from the Sanitary General Obligation Bond Fund; and to authorize an amendment to the 2019 Capital Improvements Budget. Explanation

1. BACKGROUND: The Department of Public Utilities and the Division of Sewerage and Drainage requires Professional Engineering Services (Design Professional, or “DP” services) for the JPWWTP Digester Improvements project, CIP 650240-100000. The initial phase of this project will provide Professional Engineering Services for Preliminary Design (Step 1). The second phase will provide Professional Engineering Services for Detailed Design and Bidding Services (Step 2). The third phase will provide Professional Engineering Services for Engineering Services during Construction (Step 3).

The scope of work for this project will generally include improvements to the six single stage anaerobic digesters (D01 thru D06) at the City’s Jackson Pike Wastewater Treatment Plant (JPWWTP). This CIP will make a holistic evaluation of the existing system to ensure that the design of future equipment and building systems continue to provide efficient treatment of the plant’s sludge solids.

2. PROCUREMENT: The Department of Public Utilities advertised a Request for Proposals (RFP’s) on January 3, 2020 through February 7, 2020 pursuant to the overall requirements of City Code Section 329 in order to solicit proposals for the project. Four (4) proposals were received and reviewed, and it was determined that Jacobs Engineering Group, Inc. (formerly CH2 M Hill) best meets the needs of the Department of Public Utilities.
