Explanation
1. BACKGROUND: The Department of Public Utilities and the Division of Sewerage and Drainage requires Professional Engineering Services (Design Professional, or “DP” services) for the JPWWTP Digester Improvements project, CIP 650240-100000. The initial phase of this project will provide Professional Engineering Services for Preliminary Design (Step 1). The second phase will provide Professional Engineering Services for Detailed Design and Bidding Services (Step 2). The third phase will provide Professional Engineering Services for Engineering Services during Construction (Step 3).
The scope of work for this project will generally include improvements to the six single stage anaerobic digesters (D01 thru D06) at the City’s Jackson Pike Wastewater Treatment Plant (JPWWTP). This CIP will make a holistic evaluation of the existing system to ensure that the design of future equipment and building systems continue to provide efficient treatment of the plant’s sludge solids.
2. PROCUREMENT: The Department of Public Utilities advertised a Request for Proposals (RFP’s) on January 3, 2020 through February 7, 2020 pursuant to the overall requirements of City Code Section 329 in order to solicit proposals for the project. Four (4) proposals were received and reviewed, and it was determined that Jacobs Engineering Group, Inc. (formerly CH2 M Hill) best meets the needs of the Department of Public Utilities.

3. SUMMARY OF TASKS: Step 1 of this project, Preliminary Design, will include the following tasks: 1. A review of the existing facility, 2. An evaluation of the existing digester process, 3. An alternative analysis of Class A and Class B Treatment Options, 4. An evaluation of the Primary Holding Tank (PHT) and Waste Holding Tank (WHT) Mixing System, 5. A condition assessment of Sludge Silo 2, 6. A hazardous materials survey, 7. Development of design criteria and basis of design, and 8. Preparation of a Detailed Design Memorandum (Preliminary Design Report (PDR)).
4. MULTI-YEAR CONTRACT: The Department anticipates requesting additional future modifications to this contract.
5. PROJECT TIMELINE: The completion of Preliminary Design and approval of the PDR is currently scheduled for March 2021. A renewal request for Detailed Design is currently scheduled for late December, 2020 so that the renewal can be finalized and Detailed Design can begin upon completion of Preliminary Design in March, 2021. The engineering agreement is anticipated to be completed in May 2025.

7. Emergency Designation: Emergency legislation is not requested at this time.
8. Economic Impact: With the planned improvements, JPWWTP will have the necessary infrastructure to continue the digestion process which significantly reduces the volume of sludge solids that enter the plant and greatly reduces the need for further treatment and/or disposal. The digester process also rids the sludge of contaminants so that it can be thickened and land applied as an agricultural fertilizer or sent to the City’s compost facility where it is mixed with yard waste and wood chips to produce a soil amendment and mulch for area residents’ use. These items are beneficial environmental advantages of this project since the City of Columbus’ Green Action Plan specifically calls for expanded re-use of biosolids. These beneficial uses present an economic advantage.
Public informational meetings are not anticipated for this project, because all proposed work should be within the boundaries of the wastewater treatment plant. Regulatory agencies will be notified of the proposed work as appropriate.
9. Fiscal Impact: An appropriation and transfer of $283,144.69 is necessary within the Sanitary General Obligation Bond Fund 6109; an expenditure of $2,237,664.69 is needed; as well as an amending the 2019 Capital Improvement Budget to align the expenditure.

WHEREAS, it is necessary for the City to enter into an engineering agreement with Jacobs Engineering Group, Inc. for the Jackson Pike Waste Water Treatment Plant Digester Improvements Project; and
WHEREAS, it is necessary to authorize the appropriation and transfer within of up to $283,144.69 from the Sanitary General Obligation Bond Fund 6109; and
WHEREAS, it is necessary to authorize the expenditure of up to $2,237,664.69 from the Sanitary Sewer General Obligation Bond Fund 6109; and
WHEREAS, it is necessary to amend the 2019 Capital Improvements Budget for purposes of providing sufficient budget authority for the project expenditure; and
WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, to authorize the Director to enter into a professional engineering agreement with Jacobs Engineering Group, Inc. for the Jackson Pike Waste Water Treatment Improvements Project for the preservation of the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Utilities is hereby authorized to enter into an engineering agreement with Jacobs Engineering Group, Inc., 2 Easton Oval, Suite 500, Columbus, OH 43219
for professional engineering services for the Jackson Pike Waste Water Treatment Plant Digester Improvements Project (CIP 650240-100000), in accordance with the terms and conditions as shown in the contract modification on file in the office of the Division of Sewerage and Drainage.
SECTION 2. That the City Auditor is hereby authorized to appropriate and transfer up to $283,144.69 within the Sanitary General Obligation Bond Fund 6109, per the account codes in the attachment to this ordinance.
SECTION 3. That the City Auditor is hereby authorized to expend up to $2,237,664.69 from the Sanitary General Obligation Bond Fund 6109, per the account codes in the attachment to this ordinance.
SECTION 4: That the 2019 Capital Improvements Budget Ordinance is hereby amended as follows:

SECTION 5. That said engineering company, Jacobs Engineering Group, Inc., shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.
SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 7. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.
SECTION 8. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 9. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.
SECTION 10. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
