Explanation                    

 

BACKGROUND:  To authorize the Finance and Management Director to enter into a contract with Hydro-Thermal Corporation for the purchase of (3) Three Steam Injectors, which are Drop in Diffuser Assemblies for S110 Solaris Heaters - Model #30765. These include a stem/plug diffuser, top plate (head) and replacement seals which are pre-assembled for easier servicing for the Division of Sewerage and Drainage. These Steam Injectors will be used at the Southerly Wastewater Treatment Plant to heat wastewater sludge precisely and uniformly with no fouling or plugging and reducing energy usage.

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ014985). Thirty-four (34) bidders (1 MBE, 33 MAJ) were solicited and three (MAJ) bids were received and opened on March 19, 2020.  After a review of the bids, the Division of Sewerage and Drainage recommends an award be made for all items to Hydro-Thermal Corporation in the amount of $87,270.00 as the lowest responsive, responsible and best bidder.

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

Body

 

WHEREAS, the Purchasing Office opened formal bids on March 19, 2020 for the purchase of (3) three Steam Injectors; and

 

WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the lowest responsive, responsible and best bidder, Hydro-Thermal Corporation; and

 

WHEREAS, the (3) Three Steam Injectors will be used by the Southerly Wastewater Treatment Plant to heat wastewater sludge precisely and uniformly with no fouling or plugging and reducing energy usage; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to enter into a contract with Hydro-Thermal Corporation in accordance with the terms, conditions and specifications of Solicitation Number RFQ014985 on file in the Purchasing Office; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Finance and Management Director be and is hereby authorized to establish a contract for all items with Hydro-Tech Corporation for the purchase of (3) Three Steam Injectors for the Division of Sewerage and Drainage, Southerly Wastewater Treatment Plant in accordance with RFQ014985 specifications on file in the Purchasing Office.

 

SECTION 2.  That the expenditure of $87,270.00 or as much thereof as may be needed is hereby authorized in Fund 6100 (Sewerage Operating) in Object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
