Explanation

 

Background: Over the past few years the Golf Division has worked to improve and reduce the pesticides and fertilizers used at the golf courses. The department has been able to eliminate pesticides linked to killing pollinators and has reduced the number of applications reducing exposure to staff and the environment.

 

Last year, the department tested a product at Raymond Memorial Golf Course that was a “one and done” product for fertilizer, pre-emergent, and grub control.  The other 5 courses received both a fall treatment for pre-emergent and the fertilizer and grub control in the spring.  This product provided the turf with a 24 week fertilizer that is temperature and moisture controlled.  Slow release fertilizer is better for the environment as it significantly reduces the run off into pond, streams, and wells.  The grub control is a product called Acelypryn which replaced a known bee killing product and the pre-emergent is Dimension which is one of the most common pre-emergent’s on the market.  

 

The vendor guarantees the results and if there is weed or grub break through, it rectifies the problems for the department at no charge. Harrell’s is the only company in Ohio that both produces and applies this three way product with a 24 month, slow release fertilizer.  By combining the two applications and products into one, the department will save money compared to last year’s fall and spring applications.

Bid Waiver Justification: Harrell’s is the only company in Ohio that both produces and applies this three way product with a 24 month, slow release fertilizer. 

 

Emergency Justification: An emergency is being requested due to this product needing to be applied in May 2020.

 

Benefits to the Public:  This contract is necessary to provide acceptable playing surfaces to the public in a more environmentally sensitive manner.

 

Community Input Issues:  Golfers want the best possible playing surfaces.

Fiscal Impact: $62,123.47 is budgeted and available within the Recreation and Parks Operating Fund 2285 to meet the financial obligations of these expenditures.

To authorize the Director of Finance and Management to enter into contract with the Harrell’s, LLC for the purchase of Golf course fertilizer and pesticides on behalf of the Recreation and Parks Department; to waive the competitive bidding provisions of City Code; to authorize the expenditure of $62,123.47 from and within the Recreation and Parks Operating Fund; and to declare an emergency. ($62,123.47)

 

Body

 

WHEREAS, it is necessary to authorize the Director of Finance and Management to enter into contract with the Harrell’s, LLC for the purchase of Golf course fertilizer and pesticides on behalf of the Recreation and Parks Department; and

 

WHEREAS, it is necessary to authorize the City to waive the relevant provisions of Chapter 329 of City Code relating to formal competitive bidding for this purchase; and

 

WHEREAS, it is necessary to authorize the expenditure of $62,123.47 from the Recreation and Parks Operating Fund No. 2285; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department that it is immediately necessary to authorize the Director of Finance and Management to enter into a contract with Harrell’s in order to have this application take place during May 2020, thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Finance and Management be and is hereby authorized to enter into contract with the Harrell’s, LLC in an amount not to exceed $62,123.47 for the purchase of Golf course fertilizer and pesticides on behalf of the Recreation and Parks Department. 

 

SECTION 2.  That this Council finds it to be in the best interests of the City to waive the relevant provisions of Chapter 329 of City Code relating to competitive bidding for this purchase.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, the City Auditor shall establish such account codes as necessary. 

 

SECTION 5. That for the purpose stated in Section 1, the expenditure of $62,123.47, or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from and within the Recreation and Parks Operating Fund No. 2285 in object class 03 (services) per the accounting codes in the attachment to this ordinance. 

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part thereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
