Explanation

 

Background:

This legislation authorizes the Franklin County Municipal Court, Clerk of Court (“Municipal Court Clerk”) to modify all past, present and future contracts and purchase orders with MailFiance Inc., to change the company name to Quadient Leasing USA, Inc.

 

The mail services creates a more efficient and cost effective mail operation for the Municipal Court Clerk's Office through electronically processing mail and return receipts.

Fiscal Impact:  No additional funds are necessary.

 

Emergency:  Emergency legislation is requested to maintain ongoing and uninterrupted service.

Title

 

To authorize the Municipal Court Clerk to modify and assign all past, present and future contract(s) and purchase orders with MailFinance Inc. to change the name to Quadient Leasing USA, Inc.; and to declare an emergency.

 

Body

 

Whereas, the Municipal Court Clerk entered into a forty-eight month contract with Mail Finance, Inc.; and

 

Whereas, it is necessary to modify all past, present and future contracts and purchase orders with MailFiance Inc. to reflect the company name change to Quadient Leasing USA, Inc.

 

Whereas, an emergency exists in the usual daily operation of the Municipal Court Clerk's office, in that it is immediately necessary to provide for ongoing and uninterrupted mail services for the Franklin County Municipal Court, thereby preserving the public health, peace, property, safety, and welfare; now therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1.  That the Municipal Court Clerk is hereby authorized to modify and assign all past, present and future contracts and purchase orders to reflect the name change from MailFinance Inc. to Quadient Leasing USA, Inc.

 

Section 2.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after if the Mayor neither approves nor vetoes the same.
